Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, stated that businesses are a resource and driving force for development, and therefore need to be cherished, ensuring customer satisfaction from arrival to departure.

On the afternoon of March 5th, the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, chaired a working session with Thu Duc City. Participating in the meeting were leaders from various departments and agencies, the Secretary of the Thu Duc City Party Committee, Nguyen Huu Hiep, and the Chairman of the Thu Duc City People's Committee, Hoang Tung.
Thu Duc City has a very unique location.
This is the first locality where Mr. Duoc has worked since being elected Chairman of the People's Committee of Ho Chi Minh City. Mr. Duoc said: "Choosing the Department of Transport and Public Works and Thu Duc City to work first shows the importance of these agencies and units in contributing to the development of Ho Chi Minh City."
Mr. Được assessed Thu Duc City as a unique city because it is the first city within a city. Ho Chi Minh City once wanted to build Thu Duc into the eastern city of Ho Chi Minh City.
Furthermore, Thu Duc City is like a miniature Ho Chi Minh City; all important national and city projects, as well as advanced models such as railway stations, metro lines, international financial centers, high-tech zones, the National University, and projects like the Ring Road 3 and Ring Road 2, are located in or pass through this area.

"I was very surprised that Thu Duc City's recent Public Administration Reform Index (PAR Index) results were low. This shows that Thu Duc City needs to pay more attention to administrative reform, public service attitudes, and its role as a facilitator for businesses and citizens," Mr. Duoc expressed.
The head of the Ho Chi Minh City government raised the question: "How should we treat and respond to businesses when so many are leaving? What shortcomings and limitations need to be addressed?"
Mr. Được acknowledged that Ho Chi Minh City in general, and Thu Duc City in particular, are currently undertaking many challenging tasks, especially the task of achieving double-digit growth while simultaneously having to drastically streamline and reorganize the administrative apparatus.
Nevertheless, he hoped that the Party Committee and the government of Thu Duc City would inform, publicize, and encourage the staff and civil servants to remain calm and confident in their work. At the same time, they should motivate the staff to have the aspiration to develop Thu Duc City to its full potential and make significant contributions to overall development.
This involves shifting from a "request-and-grant" mindset to a proactive approach that supports businesses and citizens.
"We have good planning and ample opportunities, but without businesses investing, we cannot develop. Businesses are the resource and driving force for development. Recognizing this, we must cherish them, ensure customer satisfaction, and work together to improve the investment environment," Mr. Duoc emphasized.
1-4-1 Development Strategy for Thu Duc City
Regarding the future development direction of Thu Duc City, Mr. Duoc outlined the "1-4-1" strategy. In this strategy, the first point is the development of an international financial center, for which the city is currently working on a plan and seeking input from experts and investors to turn the project into reality.
The fourth component includes a multi-purpose high-tech center (integrating AI centers, big data centers, and semiconductor chips); a high-tech industrial park; high-quality healthcare; and high-quality education . Finally, the first component is the infrastructure strategy (initially focusing on transportation and digital infrastructure).
According to Mr. Duoc: "Land clearance is a very important issue. Even if the project is attractive and the investor is good, if land clearance is not done well, it will not be possible. I suggest that Thu Duc should focus its best efforts on land clearance," Mr. Duoc said, and suggested that the approach needs to be dynamic, proactive, and flexible.
In addition, the Chairman of the People's Committee of Ho Chi Minh City also requested Thu Duc to quickly focus on preparing auction and bidding plans for land funds and projects to create resources for infrastructure development, helping the city achieve double-digit growth.
Chairman Nguyen Van Duoc: Thu Duc City needs to create a multi-purpose housing fund.
Regarding Thu Duc's proposal, Mr. Duoc suggested that Thu Duc should study the direction and guidance of General Secretary To Lam to create a multi-purpose housing fund.
This housing fund can be created by the State, contributed by investors, or generated through projects to renovate old apartment buildings.
According to Mr. Duoc, currently, implementing social housing projects involves procedural and conditional constraints. In the face of these difficulties, he suggested researching alternative approaches, including creating low-income housing and affordable housing for sale to citizens, officials, and civil servants.
