The Government Office has just issued a document conveying the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting on the draft plan for implementing the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Power Plan 8).
The conclusion states: Despite considerable efforts in the development and refinement process, the draft plan for implementing Power Development Plan 8, submitted by the Ministry of Industry and Trade to the Prime Minister, still does not fully meet the detailed requirements for feasible and effective implementation, and the procedures are still incomplete according to regulations.
The Deputy Prime Minister instructed the Ministry of Industry and Trade to study and fully incorporate the valid opinions of the ministries and agencies at the meeting to finalize the plan. In particular, attention should be paid to adhering to the objectives of the approved Power Development Plan 8, especially regarding the development of power sources and grids, and the solutions and resources for implementation.
In addition, the Deputy Prime Minister also instructed the Ministry of Industry and Trade to review regulations related to planning, electricity, land, and legislation. The management and operation of electricity supply must ensure national energy security.
The objective is to determine the necessity or non-necessity of calculating the supply-demand balance of the national power system and regional power systems, and to identify a list of power generation projects to be put into operation by 2030.
Regarding the proposal to maintain the development of renewable energy sources by allocating capacity to regions or provinces, the Deputy Prime Minister suggested that a clear report on implementation and feasibility should be added.
The Ministry of Industry and Trade, in coordination with relevant localities, will review and compile a complete list of renewable energy power projects that have received investment approval, been assigned to investors, and are currently being implemented, meeting the requirements for implementation in Power Plan 8; and review the progress of projects that meet the criteria for calculation and proposal in the Plan for implementing Power Plan 8.
The Ministry of Industry and Trade has provided guidance to localities on specific criteria (legal, technological, efficiency, etc.) for reviewing ongoing projects and proposing projects that meet the requirements to be continued and included in the Power Development Plan.
