National Assembly Chairman Tran Thanh Man said that the 36th session took place after the National Assembly Standing Committee held its August 2024 thematic session on legislation, and the upcoming Conference of National Assembly Deputies working in specialized committees (August 28-30) will discuss draft laws to be submitted to the National Assembly at the 8th session.
Regarding legislative work, the Standing Committee of the National Assembly will give its initial opinions on three draft laws: the Law on Electricity (amended); the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; and the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army.
In addition, the inclusion of the draft Law amending and supplementing a number of articles of the Health Insurance Law and the draft Law on Disease Prevention into the legislative and ordinance drafting program was also considered and decided at the meeting.
The Chairman of the National Assembly emphasized that if the Government prepares well and the discussions in the National Assembly achieve high consensus, the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army will be submitted to the National Assembly for consideration and approval in one session and according to the simplified procedures. The draft Law on Electricity (amended) will be submitted to the National Assembly for approval at the 8th session according to the same procedure.
The Speaker of the National Assembly requested that the drafting and reviewing agencies prepare thoroughly from this point onwards, conducting multiple rounds of review to ensure quality.
The Chairman of the National Assembly emphasized the following requirement: For draft laws that have been added to the legislative program, drafting agencies must prepare very carefully; the reviewing agencies must conduct reviews according to the correct procedures and regulations. Issues that are mature and clear should be included in the law, while those that are not yet mature, unclear, or have not been proven in practice should continue to be studied. Time constraints should not negate the procedural steps outlined in the Law on the Promulgation of Legal Documents.
The Chairman of the National Assembly noted that with the upcoming law amending multiple laws, the legislative process must be thoroughly reviewed; leaders of ministries must examine each clause, article, and chapter, and cannot delegate this task to any particular department or division. “With three more sessions of the National Assembly remaining, we must work very carefully and thoroughly. Any law enacted must be of high quality and have a long lifespan,” Chairman Tran Thanh Man further emphasized.
Regarding oversight, the Standing Committee of the National Assembly allocated 1.5 days to organize a question-and-answer session with National Assembly deputies on the implementation of thematic resolutions from the beginning of the term until the end of 2023, related to 9 areas belonging to two groups: socio-economic (industry and trade, culture, sports and tourism, agriculture and rural development) and internal affairs (justice, internal affairs, security and order, inspection, courts, procuracy).
The questioning session was televised and broadcast live so that voters could follow it. The Standing Committee of the National Assembly will pass a resolution to serve as the basis for relevant agencies to implement and monitor the proceedings.
At the session, the Standing Committee of the National Assembly considered the report of the Supervisory Delegation and adopted the Resolution on the thematic supervision of the Standing Committee of the National Assembly on "The implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of the operation of public non-business units in the period 2018-2023". After discussion, the Standing Committee of the National Assembly will vote to approve this draft thematic supervision resolution.
The Standing Committee of the National Assembly also gave its opinion on the draft Monitoring Plan and the outline of the report of the National Assembly Standing Committee's Monitoring Delegation on "The implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources"; and considered the National Assembly's report on citizen petitions in July 2024.
Regarding the decision-making on important issues, the Standing Committee of the National Assembly considered and adopted the draft Resolution of the Standing Committee of the National Assembly stipulating a number of contents related to the resolutions of the Standing Committee of the National Assembly on urban classification, standards of administrative units and classification of administrative units, rearrangement of district and commune-level administrative units in the period 2023-2030 to implement the rearrangement of urban administrative units in the period 2023-2025.
In addition, the Standing Committee of the National Assembly gave its opinion on organizing the National Assembly Forum on oversight activities; considered and approved the Prime Minister's proposal on the appointment of the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; and considered and decided on the supplementary budget estimate for 2024 of the Ministry of Health.
Emphasizing the large workload of the session, with many difficult, complex, and demanding issues, the Chairman of the National Assembly requested that agencies report concisely and clearly, within the allotted time; that members of the Standing Committee of the National Assembly focus their speeches directly on the issues; concentrate discussions on important issues where there are differing opinions; and ensure the progress and quality of the session. This is also a preparatory step "early and in advance" to ensure the quality and effectiveness of the 8th Session.
Emphasizing the large workload of the session, with many difficult, complex, and demanding issues, the Chairman of the National Assembly requested that agencies report concisely and clearly, within the allotted time; that members of the Standing Committee of the National Assembly focus their speeches directly on the issues; concentrate discussions on important issues where there are differing opinions; and ensure the progress and quality of the session. This is also a preparatory step "early and in advance" to ensure the quality and effectiveness of the 8th Session.
At the same time, we request that the Government direct ministries and agencies to ensure the timely preparation of draft laws according to requirements, avoiding situations where projects are registered for the program but not prepared in time, leading to adjustments to the session's agenda and affecting other matters.
