Unite to form a community of strength
+ The international conference “Practices, experiences and solutions for managing digital press offices in the ASEAN region” became an impressive highlight in the busy last days of the year. I still remember, around this time last year, you shared about the important task to be implemented in 2023, which was to organize an international conference on digital transformation... The success of the conference, has it partly realized the important direction and strategy, Mr. Permanent Vice President?
- It can be said that way. One of the goals we set for 2023 is to further promote and develop the foreign affairs activities of the Vietnam Journalists Association. Looking back after a year, with many efforts to improve the position in the international and regional arena, this activity has had certain improvements. The international conference showed that ASEAN countries share the same awareness of the importance of digital transformation of journalism, considering it a vital issue for the development of press agencies, media organizations and journalists.
The workshop clarified the common challenge of resources when digital transformation requires innovation in thinking, technology and finance and not all press agencies in ASEAN can meet that condition. Meanwhile, support from the State for press agencies is still uneven in countries...
We hope that the Workshop will be a wake-up call to the authorities, especially the press management agencies in ASEAN countries, about this worrying reality. The determination and solidarity towards the goal of digital transformation of the press and media of the countries in the region shows the development prospects of the ASEAN press bloc, contributing to the goal of improving the quality and effectiveness of cooperation activities of the ASEAN Press Confederation.

+ Obviously, this is also a milestone demonstrating the spirit of interaction and solidarity, aiming at the development of professional, humane and modern national and regional journalism. Sir, in its connecting role, how will the Vietnam Journalists Association continue to affirm its position in the common development effort?
- We have every prospect to do better in our role as a responsible connecting unit. I think that, in the context of many current challenges, the issue of uniting to form a community of strength is very important. Correctly assess the context, looking directly at hot issues to find solutions is the way to elevate the position of press organizations and associations in the region that we continue to aim for. Of course, we also need more diverse and rich implementation methods, not just stopping at the form of seminars and talks...
Global journalism hot issues will certainly continue to be the stories discussed a lot among journalists in the region such as: the fight against fake news, the role of official news sources, innovation to gain dominance in cyberspace; refuting false information, promoting the application of technology, artificial intelligence (AI) in information production and distribution, etc.

We had a spectacular "time chase"
+ Talking about the role of the Vietnam Journalists Association in the current difficult context, it cannot be denied that we have just experienced a breakthrough year with the achievement of many set goals, sir?
- Looking back at the work of the past year, I sometimes wonder, with the available resources and so many difficulties, what has helped us complete so much work so well? Just talking about the activities of the Central Office of the Vietnam Journalists Association, 2023 is truly a "breakthrough" year. Identifying the human factor as important, we have promptly completed the organizational structure, stabilized the staff work in the Central Office of the Association and completed the Party Delegation, the Standing Committee, the Executive Committee of the Vietnam Journalists Association...
Since then, annual activities such as: National Press Conference, National Conference to Summarize the Association's Work, Returning to the Source, National Press Awards Ceremony, Vietnam Journalists Association Cup Table Tennis Tournament, professional training activities, seminars, forums, workshops, exhibitions, displays... have been carried out in a neat and scientific manner. Along with these activities, the participation of departments, affiliated units, and local Journalists Associations at all levels across the country has created an extremely exciting year...
In particular, the meeting and working session of Prime Minister Pham Minh Chinh at the Vietnam Journalists Association on June 13, 2023 was a great encouragement and an important contribution to removing difficulties in the operations of press agencies as well as the work of our Association. It can be said that all the contents of the annual work program were fully completed, even some tasks were implemented in a very short period of time but were all successful. More precisely, we had a spectacular "time chase" with a lot of work, showing that... human strength is truly limitless!
+ In many tasks of the past year, “going to the groundswells” has created a strong impression of determination to overcome difficulties for the Association's activities in the locality. Sir, how have we implemented it to create a promising wind for the activities of the local Associations last year?
- One of the issues that we are always concerned about is that the quality of the Association's activities in some localities still faces many difficulties. The organizational model of the provincial and municipal Journalists Associations is currently not unified due to many reasons, partly depending on the level of interest of local leaders in the Association's activities. The Vietnam Journalists Association has implemented the policy of "focusing on the foundations", establishing a working group to work with leaders and representatives of departments and branches of Nghe An, Tien Giang and Hoa Binh provinces on the activities of local Journalists Associations.
At these working sessions, we and local leaders evaluate the results of implementing Directive 43 dated April 8, 2020 of the Central Party Secretariat "On strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation" and implementing the Conclusion of Prime Minister Pham Minh Chinh at the working session with the Vietnam Journalists Association. We also frankly requested the Standing Committee of the Provincial Party Committee, the People's Committees of the provinces and the departments, agencies and branches in the province to continue to pay attention and support to remove some difficulties for the provincial Journalists Associations to help the Association effectively implement key tasks in the coming time.
+ In the coordination work between the Central and local levels, there is an opinion that this year, we can see proactive and flexible participation from all levels of the Journalists Association. What is your opinion on this?
- I think that is a valid assessment. The annual activities of the Association, without the proactive and creative participation of local Journalists Associations at all levels, will certainly not be as successful as expected. Or thematic conferences we organized in Nghe An, Tien Giang and Hoa Binh such as the Summary of 17 years of the National Press Awards and evaluation of the work of supporting high-quality journalism in 2022; implementing the program to support high-quality journalism in 2023, 2024; Conference to review 1 year of the emulation movement to build a cultural environment in press agencies and guide the implementation of the Charter of the Vietnam Journalists Association; summarizing the work of managing members who are reporters of press agencies broadcasting in localities; Conference "Press on protecting the Party's ideological foundation in the context of digital transformation"; The conference summarizing 6 years of implementing the 2016 Press Law, along with 10 regulations on professional ethics for Vietnamese journalists, rules for using social networks for Vietnamese journalists, etc., all showed the strong imprint of the units in coordination, creating vibrant and effective professional activities.

Towards the Congress of Vietnam Journalists Association at all levels
+ As shared, it can be seen that the Standing Vice President is quite satisfied with the performance results of 2023. What will be the pressure for the new year - a year that urgently needs a boost like 2024, for us, sir?
- It is true that some people wonder that if we have done well, doing better is indeed a challenge. But experience shows that if we always maintain a mindset of constant innovation, creativity and put the issue of operational efficiency above all else, there will certainly be no obstacle to the task of "doing better".
Since 2022, we have seen a "New Wind" blowing in the Association's activities, and by 2023, it seems to have a stronger speed, more solidarity and is ready to welcome new opportunities with a better position. To achieve such results and to continue to promote them, the Standing Committee and the Executive Committee of the Vietnam Journalists Association need to continue to focus on direction and operations, always closely following the Party's Directives and Resolutions, State documents on press work, Association activities and the Association's Charter. Associations at all levels from the Central to local levels promote the tradition of solidarity, innovation, creativity, enhance the role of leaders in performing political tasks, creating a strong change in the activities of the Association...
In particular, 2024 is the third year that the Association's organizations will implement the Resolution of the 11th Congress of the Vietnam Journalists Association, the Resolutions of the Executive Committee and the Work Program for the entire term of 2020-2025... This is also an important pivotal year, towards the Congresses of the Vietnam Journalists Association at all levels, preparing for the 12th Congress of the Vietnam Journalists Association.

+ A year of briskness and readiness with many tasks set out, what have we been, are and will be preparing to successfully complete the tasks in 2024, sir?
- We have many plans and projects for the new year in the spirit of continuing to be more proactive, determined and effective. Including continuing to implement Directive No. 43-CT/TW dated April 8, 2020 of the Central Party Secretariat "On strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation"; Decision No. 348/QD-TTg dated April 6, 2023 of the Prime Minister on approving the Strategy "Digital transformation of journalism to 2025, with a vision to 2030", Notice No. 274/TB-VPCP dated July 12, 2023 of the Government Office: Conclusion of Prime Minister Pham Minh Chinh at the working session with the Vietnam Journalists Association on June 13, 2023...
In particular, coordinate the development and implementation of a plan to promote information and propaganda activities to celebrate the 100th anniversary of Vietnam Revolutionary Press Day. One of the highlights of the Association's activities in the coming time is to focus on the quality of professional training and ethics training for members, and pay attention to the development trends of journalism in the digital transformation period to continue to provide better advice and suggestions for journalism activities and the Association's activities in the face of many new challenges.
In addition, annual tasks continue to be carried out in a scientific and creative manner, aiming at practicality and usefulness, associated with the rights and interests of members. At the same time, the improvement in foreign affairs activities shows the efforts of the Vietnam Journalists Association in raising the position of the Association in the region. Therefore, promoting that spirit, in the coming time, we will promote foreign affairs activities, enhance the Association's reputation in the international arena, especially in the ASEAN Community. In 2024, the Association will continue to actively and effectively participate in the action program of the Confederation of ASEAN Journalists (CAJ), expanding bilateral relations with member press organizations of the Confederation; continue to consolidate and deepen relations with strategic partners such as China, Thailand, Korea, Cuba, etc.
At the same time, the strategy to expand cooperation with countries outside the region will also be set out in the plan for the coming time. In previous periods, the Vietnam Journalists Association has cooperated and linked with many countries outside the region through projects, training programs, etc. Reconnecting to continue supporting members and journalists improving in their skills and keeping up with world trends is a necessary task...
It can be said that with systematic, scientific plans and solidarity in the mission, 2024 will certainly be a year of reaping even more "sweet fruits". The baggage of journalists before the new year of Giap Thin is to maintain their enthusiasm for the profession, persevere with a spirit of work and dedication and be ready to welcome 2024 with an elevated position and a mindset of constant innovation.
