Digital transformation helps Tuyen Quang improve propaganda effectiveness and reduce poverty

The commune-level radio system has long been the main propaganda channel in rural areas. However, if only traditional technology is maintained, it will be difficult to ensure flexibility and timeliness in information transmission. Realizing that, many localities in Tuyen Quang have proactively applied modern technology, upgrading the FM radio system to a smart wireless radio model. This is an important breakthrough, helping the staff in charge no longer have to operate bulky equipment, but can edit and produce digital content through specialized software such as Adobe Audition, Adobe Premiere Pro, etc.

In its digital transformation plans for the period 2025 - 2030, Tuyen Quang has identified three main pillars: digital government, digital economy and digital society. The province especially prioritizes expanding digital infrastructure in rural areas, where there are still “wave valleys” and limited access to online public services. The province’s goals include increasing fiber optic coverage, improving 4G quality and promoting the use of digital platforms in basic information, production and services.

According to statistics, the province currently has about 1,332 BTS stations, creating widespread mobile coverage, facilitating access to the Internet and digital services for villagers. The province is also coordinating with telecommunications enterprises to expand coverage, handle difficult terrain areas and upgrade transmission quality.

In Son Duong district, the digitalization process is taking place strongly. 100% of communes have fiber optic broadband and Internet. The whole district has 213 BTS stations, with 399/400 villages and residential groups connected to fiber optic Internet, reaching nearly 100%. Communes have upgraded their broadcasting systems from traditional FM to smart wireless systems, using audio-visual production software such as Adobe Audition and Adobe Premiere Pro to optimize the editing process.

Mr. Duong Van Tuan, Head of the Culture - Society Department of Son Duong district, said that information technology and digital transformation have helped edit, produce and deliver news to villages and hamlets more flexibly and quickly.

"Smart devices and the internet bring a new look to grassroots communication work, including propaganda work to guide people on new economic development methods and effective ways to replicate, contributing to reducing the poverty rate in the area," said Mr. Tuan.

In Xuan Van commune, in addition to the loudspeaker system, the locality also built Zalo and Facebook groups for direct communication. The commune People's Committee established a joint group with the village chief, each village has its own group connecting to each household. Thanks to that, all announcements, instructions or policies reach the people immediately.

Ms. Nguyen Thi Hue, a resident of Xuan Van commune, said that Zalo groups have helped her update information quickly and accurately. Sharing from commune officials and village chiefs about grapefruit and orange growing models, or livestock raising experiences, has helped her proactively prevent diseases for livestock, reducing the risk of epidemics. Thanks to applying new methods, her family and many other households have had a stable income and escaped poverty in the past two years.

At the provincial level, the Department of Science and Technology plays a central role in implementing the digital transformation strategy. The Department coordinates with network operators to expand coverage, build digital broadcasting platforms and organize digital skills training programs for commune officials, village chiefs and broadcasting officers. The province also signed cooperation agreements with VNPT and Viettel to promote infrastructure expansion, apply digital services and support technology transfer to localities.

Over the past 5 years, the province has allocated more than 15.3 billion VND for the Information Poverty Reduction Project under the National Target Program for Sustainable Poverty Reduction. The authorities have organized 28 training courses for about 2,136 commune officials and radio station officials. The province has also compiled and distributed more than 99,600 documents to districts, communes and villages to serve the propaganda work on the National Target Program.

Thanks to synchronous solutions, the multidimensional poverty rate in the province for the 2021-2025 period has decreased from 23.45% to 10.19%. In the 2025-2030 period, Tuyen Quang aims to continue reducing the poverty rate by 3-4% each year.

The province’s next steps include continuing to fill the telecommunications infrastructure gap, expanding digital skills training, attracting technology investment, and strengthening cooperation with businesses to ensure sustainability. When digital infrastructure and skills reach every village, digital transformation will not only improve the quality of grassroots communication but also become a direct driving force to support people to escape poverty.
