The government has just issued Resolution No. 119/NQ-CP dated August 1, 2023, on the transfer of Hoa Lac High-Tech Park from the management of the Ministry of Science and Technology to the management of the Hanoi People's Committee.
Accordingly, the Government has decided to transfer the Hoa Lac High-Tech Park, currently under the management of the Ministry of Science and Technology, to the management of the Hanoi People's Committee from August 1, 2023.
Specifically, the Government requests the Ministry of Science and Technology to carry out the handover, and the Hanoi People's Committee to receive: the organization and operation, tasks and work already performed and ongoing, finances, public assets, and public investment projects from the Hoa Lac High-Tech Park Management Board (Management Board) and its affiliated units (public service units and 100% state-owned enterprises authorized by the Ministry of Science and Technology for the Management Board to act as the owner's representative); and the right to represent the owner of the aforementioned 100% state-owned enterprises.
The handover and acceptance process will begin on August 1, 2023. The handover and acceptance process must be completed within six months from the start of the handover.

After this Resolution is issued and takes effect from August 1, 2023, Hoa Lac High-Tech Park and the Management Board will be organized and operate as follows:
Regarding organizational structure, operations, and personnel, the Management Board performs the functions, tasks, powers, and organizational structure stipulated in Decision No. 09/2019/QD-TTg dated February 15, 2019, of the Prime Minister.
Continue implementing the mechanisms and policies stipulated in Government Decree No. 74/2017/ND-CP dated June 20, 2017, on specific mechanisms and policies for Hoa Lac High-Tech Park, and the decentralization and authorization documents of relevant agencies; continue using the current seal until the Hanoi People's Committee completes the takeover of Hoa Lac High-Tech Park and the Management Board is authorized by competent authorities to issue regulations on its functions, tasks, powers, and organizational structure as prescribed;
Ensuring the stable operation of state-owned enterprises and public service units with 100% state capital, the Management Board is authorized by the Ministry of Science and Technology to act as the representative of the owner.
The Management Board will continue to utilize the funds and implement tasks according to the approved budget plan until a decision is made by the competent authority regarding the adjustment of operating funds.
Conduct a review and reorganization of the Management Board's staff, including officials, civil servants, and employees, to assign tasks that match their capabilities and the requirements of each position, ensuring the effective performance of both the state management functions of the Ministry of Science and Technology and the management of the Hoa Lac High-Tech Park by the Hanoi People's Committee.
Officials, civil servants, public employees, and workers at the Management Board will continue to receive the salary adjustment coefficient for increased salaries according to Decision No. 11/2021/QD-TTg dated March 17, 2021, of the Prime Minister until the salary reform policy is implemented according to Resolution No. 27-NQ/TW dated May 21, 2018, of the 7th Plenum of the 12th Central Committee.
The Head of the Management Board and the heads of its subordinate units will continue to receive the leadership allowance as currently granted until the end of their appointment term .
