At around 3:45 p.m. on September 8, while on patrol, the working group of the Si Ma Cai Commune Police, Lao Cai Province discovered a long oil slick on Km 255+250, National Highway 4D - an important traffic route in the area. The oil slick made the road surface slippery, posing a high risk of traffic accidents.

The oil spill occurred on a long, steep slope, posing a potential traffic safety hazard.

Immediately after discovering the oil spill, the Si Ma Cai commune police quickly spread sand evenly over the spill to absorb the oil and reduce slipperiness, while also placing warning signs at both ends of the road to ensure the safety of people and vehicles using the road.
