Hanoi voters sent 234 petition groups to the 17th session of the City People's Council.

In summary, the number of voter petitions submitted to this session is 234 groups of issues, including 46 general petitions for the city; 184 petitions within the scope of the districts and counties; and 4 petitions concerning issues under the authority of the Central Government.

We propose that the People's Committee of Ho Chi Minh City implement solutions to stabilize the real estate market.

Specifically, in the areas of economics , budget, and land, voters requested that the Ho Chi Minh City People's Committee reduce administrative procedures and continue to strengthen the streamlining of administrative procedures for issuing land use right certificates. At the same time, the city should review the entire management of public assets and jointly invested assets at educational institutions to prevent losses and waste.

Voters have requested that the city implement solutions to curb inflation, stabilize the market, and control the prices of gold, food, and essential goods so that the salary reform from July 1, 2024, can truly be effective and contribute to improving the lives of officials, civil servants, and workers.

Voters in Son Tay town also raised concerns about the high prices of houses and land in the city, noting that most of the buyers are speculators, while ordinary citizens and workers with genuine needs cannot afford them. They also requested that the Hanoi People's Committee implement solutions to stabilize the real estate market, address speculation, and ensure that housing prices are affordable for workers with actual needs.

In the areas of planning, transportation, and urban development, voters suggested that the city consider regulations on the timing of tree trimming in the city, to avoid arbitrary trimming and excessive trimming that leaves no shade.

Regarding fire safety, voters requested that the city install fire hydrants in areas with many narrow alleys and streets where fire trucks cannot access. They also requested that the City People's Committee and relevant departments and agencies implement stricter management measures for fire prevention, firefighting, and rescue operations, especially for boarding houses and mixed-use residential and commercial properties located in narrow alleys.

There are specific guidelines regarding tuition fees.

In the cultural and social sphere, voters are concerned about the increase in the migrant population while the number of public schools at all levels is insufficient and overcrowded (especially in inner-city districts). They request that the city direct relevant units to inspect and review land resources to build more public schools to meet the educational needs of students in the capital.

Voters have raised concerns that Resolution No. 03/2024/NQ-HĐND dated March 29, 2024, of the Hanoi City People's Council only stipulates a "ceiling" - the maximum level applicable to the entire city of Hanoi - without specifying a minimum level and without differentiating between urban, rural, and mountainous areas, making the implementation of the Resolution very difficult.

This issue was addressed by the People's Committee of Ho Chi Minh City in document No. 1320/UBND-KGVX dated May 4, 2024. However, this guidance document remains general and requires agreement, without differentiating by region (urban, suburban, mountainous areas, similar to the current tuition fee structure). This has caused considerable concern among voters and parents regarding the application of maximum fees by schools in the new academic year. Voters request that the City direct the Department of Finance, the Department of Education and Training, and other relevant agencies to provide specific guidance on how to determine the fee levels (including ceilings and floors, or specific calculation methods to determine service prices) as a basis for parents and schools to determine appropriate agreed-upon prices.

Implement appropriate salary reforms.

Regarding organizational structure and government building, voters requested that the city pay attention to and direct the implementation of a salary reform roadmap for officials, civil servants, and employees to align with the current social development and inflation situation. After the amended Capital City Law is passed, a special salary mechanism should be established soon to help officials, civil servants, and employees improve their income.

Voters in Hoang Mai district have reflected that, recently, the city has paid great attention to decentralization and delegation of authority, including the decentralization of administrative procedures. To ensure that the delegation of administrative procedures is appropriate and effective, they request that the Hanoi People's Committee implement policies to supplement resources for the delegated units, ensuring they have sufficient resources and conditions to effectively carry out their assigned tasks.

Sharing this concern, voters in Ba Vi district proposed that the city continue to promote decentralization and delegation of authority in handling administrative procedures to make them more convenient for the people (e.g., issuing and renewing driver's licenses).

The opinions and suggestions of voters on specific issues in each district and county are also fully compiled and sent to relevant agencies for thorough consideration, response, and resolution.
