According to the indictment, taking advantage of the fact that Mr. Le Ba Hung (46 years old, residing in Hoang Tien commune, Hoang Hoa district, Thanh Hoa province) authorized him to pay the administrative fine for traffic violations on the road as decided by the Tu Ky district police (Hai Duong), Nam sent a complaint to the Hai Duong provincial police inspectorate and Tu Ky district police.

Nam said that Mr. Do Manh Cuong, an officer of the Traffic Police - Order Team of Tu Ky District Police, violated the rules in making a record of the violation, and complained about the decision to impose an administrative penalty by Tu Ky District Police.

From November 18 to 23, 2022, Nam threatened Mr. Cuong that if he did not give Nam 5 million VND, Nam would sue him in court or send someone to Mr. Cuong's workplace to obstruct him from working. Because he was afraid of affecting his reputation and honor, Mr. Cuong agreed to give Nam the money as requested.

At about 3:40 p.m. on November 23, 2022, when Nam was receiving 5 million VND from Mr. Cuong, he was caught red-handed by the Criminal Police Department of Hai Duong Provincial Police.
