Clearly define the roadmap and resources for archiving.
Assessing the results and limitations in the implementation process, delegates of the Ha Tinh delegation agreed that it is necessary to amend the Law on Archives to promptly overcome the shortcomings and problems of the current law, innovate management activities, promote the application and development of information technology to meet the requirements of sustainable, comprehensive development and international integration.
Ms. Bui Thi Quynh Tho - Full-time member of the Economic Committee, National Assembly delegate of Ha Tinh province spoke at the discussion.
Discussing in groups about the draft Law on Archives (amended), delegates proposed to continue researching and supplementing relevant regulations, creating a legal basis, better promoting the value of private archives; respecting, protecting and ensuring the ownership rights of organizations and individuals over private archives. Clearly distinguishing between private archives of special value that are not national treasures and private archives of special value that are national treasures; harmoniously handling the relationship between the State and organizations and individuals in the management of private archives.
Supplement regulations on business investment conditions for archival service activities; clearly stipulate the roadmap, resources and other necessary conditions related to archiving electronic and digital documents; stipulate the time limit, principles and conditions for re-issuing and revoking archival practice certificates; there needs to be strict management by State management agencies on archiving.
Developing the Capital ensures comprehensive decentralization
Delegates said that the Law on the Capital is a particularly important law with profound political and social significance. The amendment of the law aims to create a legal basis for implementing outstanding special mechanisms and policies, mobilizing resources, and effectively exploiting potentials and strengths. At the same time, it is necessary to closely follow the political, legal, and practical foundations of building, protecting, and developing the Capital; have special mechanisms and policies, demonstrating strong decentralization, with focus and key points, ensuring feasibility and having a mechanism to control power.
Ms. Phan Thi Nguyet Thu - Chief Justice of the Provincial People's Court, National Assembly delegate of Ha Tinh spoke at the discussion.
Delegates discussed the urban government organization model, organizational structure, and operating methods; the content of decentralization for the city government; specific mechanisms and policies in the construction, development, management, and protection of the capital such as: planning, urban, culture, sports, education and training, science and technology, health, social policy, environmental protection, land, housing, transportation, agriculture, rural areas, social order and security, and policies on finance, budget, and resource mobilization for the capital's development.
Delegates proposed a comprehensive and overall assessment of the results of implementing the urban government model in all three localities (Hanoi, Ho Chi Minh City, Da Nang City); regulations on innovation in the operation methods of the People's Councils of cities, districts, and towns; additional measures to increase the number and structure of delegates. Determine the principles on conditions and criteria for establishing specialized agencies and specific administrative organizations in the city.
Also participating in the discussion in the group, regarding the draft Law on Archives (amended), the delegates of Ha Tinh Delegation proposed to promote the application of information technology, develop electronic archives to meet the requirements of administrative modernization, develop e-Government; stipulate the conditions and responsibilities of enterprises participating in providing technical infrastructure services in managing, connecting, and sharing data on archival documents; stipulate that communal-level archival documents are the source of documents submitted to the historical archives of the State at the provincial level.
Regarding the draft Law on the Capital (amended), delegates agreed on the organization of urban government and suggested that it is necessary to closely follow the Central Government's guidelines and policies on building a civilized, modern and cultural Capital; supplement specific mechanisms and policies to carry out the tasks of the Capital as the political and administrative center of the country, and at the same time a special urban area; specifically define standards, criteria and maximize the quantification of priority and specific policies applicable to the Capital; review and complete regulations on the relationship between the Capital and neighboring local governments; supplement breakthrough regulations on civil service regimes, payrolls and policies to attract, promote talents, and develop human resources.
Attracting strategic investors should focus on areas where Hanoi has advantages such as research, transfer, application, and development of science and technology.
