Focus on primary health care for the people

On December 5, discussing the achievements of the health sector in the past term in the hallway of the National Assembly, some delegates assessed that Vietnam's health sector has achieved many remarkable results, creating outstanding marks, creating a good premise for the next steps of development. To meet the increasing needs of the people, the health sector needs to focus on developing the grassroots health system, doing a good job of primary health care for the people.

Delegate Nguyen Thi Viet Nga (Hai Phong) assessed that, with the motto "health is the precious capital of people, people are the precious capital of the nation", the Party and State always pay attention to, care for, and closely direct the work of improving the quality and health care for the people. Looking back over the past years, the health targets set out in the Resolution of the 13th National Congress have been well completed. The quality of medical examination and treatment has been increasingly improved. The proportion of people, especially the disadvantaged, people in remote, isolated, border and island areas, has access to health care services; modern medical equipment and machinery... has been heavily invested.

According to the Viet Nga delegate, in addition to the remarkable results, the health sector needs to recognize the limitations in order to promptly overcome them and quickly "get started" on implementing development directions and plans in the coming period. Accordingly, the sector needs to take measures to improve the quality of medical examination and treatment at medical facilities in remote areas to avoid the situation where people move to big cities, causing overload at the upper medical examination and treatment lines. This poses an urgent need to improve the grassroots medical level. This is the first line of health care for the people. If this stage is well resolved, it will create more convenience for people in medical examination and treatment right in their locality. At the same time, it will help significantly reduce the burden on the upper medical examination and treatment lines and save a lot of costs for the people.

To effectively solve the problem, the delegate said that the health sector needs to focus on building infrastructure while supplementing and improving human resources for grassroots levels. If this is done well, it will contribute to the successful implementation of the Party and State's policies on health service coverage for all people.

Sharing the same view, delegate Pham Van Hoa (Dong Thap) said that in the past term, despite many difficulties, the health sector has made great efforts, promoted its strengths and achieved many successes. In addition to the achieved results, in the coming term, on the basis of Resolution No. 72-NQ/TW of the Politburo "on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health", the health sector needs to focus on developing the grassroots health system; investing in purchasing medical examination and treatment equipment; considering the construction of specialized treatment hospitals in provinces, cities and localities, contributing to reducing patient overload at higher levels, while helping people reduce the financial burden of having to travel too far for medical examination and treatment.
