National Assembly Delegate: Must strictly handle the case of a child left on a school bus

According to National Assembly representatives, the incident of the child being left behind in a school bus in Thai Binh is very tragic and requires stricter procedures for transporting students; the case should be severely punished to serve as a warning and deterrent.
Representative Pham Van Hoa ( National Assembly 's Law Committee): In recent times, there have been many heartbreaking incidents involving children, such as kidnapping and abuse... Most recently, there was the case of a child being left behind in a school bus... leading to serious consequences. This is a tragic incident for the child's family. Putting myself in the family's shoes, the pain is unbearable. From this incident, the process of transporting children needs to be strictly tightened and warnings need to be issued. Drivers must comply with regulations; when handing over children and getting off the bus, they must check to see if any children are still on the bus. This issue is already regulated by law. Drivers transporting students must also comply with regulations on passenger transport business and cannot fail to check if there are students on the bus. In addition, the teacher in charge of transporting students must also check the vehicle before handing over the students... Initiating legal proceedings and holding those involved accountable is necessary to deter similar heartbreaking incidents from happening again.

Therefore, it is necessary to regulate the transportation of students to and from school through appropriate legal provisions. The regulation on ensuring traffic safety for school buses in Article 46 of the Law on Road Traffic Safety is appropriate for the scope of regulation. After this law comes into effect, it will provide a legal tool for functional forces to effectively handle violations. Regarding the investigation agency's initiation of criminal proceedings against the teacher to determine the violation, it is necessary because in criminal science, fault is the most important element, including intentional and unintentional fault, in order to ensure strict penalties.
