According to National Assembly delegates, the incident of a child being left on a school bus in Thai Binh is very heartbreaking, and it is necessary to tighten the procedures for school buses; the case should be strictly handled as a warning and deterrent.

Most recently, a child was left behind on a school bus... leading to serious consequences. This is a heartbreaking incident for the child's family. Putting yourself in the child's family's shoes, the pain can be said to be unbearable. From this incident, the process of picking up and dropping off children needs to be strictly tightened and warnings are needed. For drivers, they must follow the regulations; when handing over children, getting off the bus, they must check to see if there are any children on the bus. This issue is also regulated by law. School bus drivers must also follow the regulations on passenger transport business, and cannot fail to check to see if there are any students on the bus. Along with that, the teacher in charge of picking up and dropping off students must also check the vehicle when delivering students... Prosecuting the case and holding accountable those involved in this case is necessary to serve as a deterrent and prevent similar heartbreaking incidents from happening.

Therefore, it is necessary to regulate the transportation of students to and from school by means of appropriate laws. The provisions on ensuring traffic safety and order (TSA) for cars carrying students in Article 46 of the Road Traffic Safety Law are appropriate to the subject of regulation. After this law comes into effect, there will be legal tools to help the authorities as a basis for effectively handling violations. Regarding the investigation agency initiating a case and prosecuting the teacher to determine the violation, it is necessary because in criminal science, the fault factor is the most important, including intentional and unintentional fault, in order to ensure strict sanctions.
