Waiting patiently for the 3,800 billion VND coastal road project

Local residents report that, despite the investor and local authorities having erected barriers, warning signs, and gates, many motorcyclists still deliberately enter and exit the coastal road construction project connecting Hai Phong and Thai Binh (Coastal Road Project) at the intersection with Pham Van Dong road in Minh Duc ward, Do Son district, Hai Phong city.

On the afternoon of July 22nd, speaking with Nguoi Dua Tin (The Informer) , Mr. Nguyen Manh Ninh – Vice Chairman of the Minh Duc Ward People's Committee, acknowledged the existence of this situation.

Mr. Ninh stated that the coastal road project, the 2.9 km section passing through Do Son district, is located entirely within Minh Duc ward, traversing five residential areas: Nguyen Hue, Quang Trung, Ngo Quyen, De Tham, and Dan Tien.

Following the tragic accident on this unfinished road section where Vietnam's youngest female singer died (July 1, 2023), the investor and local authorities erected large concrete barriers at the intersection with Pham Van Dong road in the ward.

"About three months ago, the contractor for the construction project of the road from the coastal road (Km1+00) to the Van Bun intersection requested to open the barriers to allow vehicles carrying materials to pass through. However, they failed to manage the situation properly, causing residents in the ward to frequently drive their vehicles in and out, posing a high risk of traffic accidents."

Faced with this situation, on July 18th, the Do Son District Police, the Do Son District Urban Management Department, the Minh Duc Ward People's Committee, and the investor of the coastal road project held a meeting to agree on erecting warning signs and installing barriers to prevent vehicles from entering the project area. However, some local workers still ride motorbikes through the project area to get to work at the Do Son Industrial Park,” Mr. Nguyen Manh Ninh informed.

According to Mr. Ninh, residents of Minh Duc ward are very upset that the contractor has left the project stalled for a long time. Meanwhile, this is an important road, convenient for both transportation and trade. At many meetings of the Minh Duc Ward People's Council, voters in the ward have requested the project be completed soon to avoid causing hardship to the people.

Regarding the coastal road project, according to information from the Hai Phong City People's Committee, the project has a total length of nearly 30 km, of which the section passing through Hai Phong City is nearly 21 km long, and nearly 9 km passes through Thai Binh province. The investor is a joint venture between Construction Corporation No. 1 - JSC (CC1) and Bui Vu Investment and Construction Joint Stock Company. The enterprise directly assigned by the investor to manage and implement the project is Hai Phong Coastal Road Investment Company Limited.

The initial investment for the project was over 3,400 billion VND under a Build-Operate-Transfer (BOT) model. This later increased to 3,800 billion VND. Of this, 720 billion VND was state capital, sourced from government bonds used for land clearance in Hai Phong City. The remainder came from the investor's own capital and loans. The project is expected to recover its investment through toll collection over 23 years.

The coastal road project, which commenced in 2017, was expected to be completed in 2019. After several extensions, the final deadline being set for completion by the end of 2023, the project has been stalled for over a year, having completed approximately 70% of the work.

In Document No. 383/BC-UBND, the People's Committee of Hai Phong City informed that the biggest difficulty causing the coastal road project to be stalled relates to the application of regulations on loan interest rates, leading to a large discrepancy between the interest rate the project enterprise must account for with the lender and the interest rate settled according to the BOT contract.

The failure to adjust the loan interest rate poses a significant risk to the investor. Therefore, the investor of the coastal road project has issued Document No. 150/HPRC-DA regarding the suspension of BOT Contract No. 68/HĐ.BOT until the parties negotiate and adjust the loan interest rate and the principles for determining the loan amount.

The People's Committee of Hai Phong City has submitted Document No. 2482/UBND-GT reporting and requesting the Prime Minister's approval in principle to adjust the interest rate on the BOT loan contract for the coastal road project. The locality is currently awaiting guidance from the central government.

To capitalize on the advantages of the coastal road project, Hai Phong City has invested nearly 960 billion VND from the budget to implement the project to build a road from the coastal road (Km1+00) to Van Bun intersection, Do Son district, and over 924 billion VND to implement the project to build a road connecting provincial road 354 through Kien Thuy Industrial Park to the coastal road in Doan Xa commune (Kien Thuy district).

This leads to a paradox: while Hai Phong City is focusing on accelerating the completion of two connecting roads, the coastal road project has yet to be completed.
