At the preparatory session, the Congress elected the Presidium and the Secretary of the Congress; approved the congress program, rules and regulations of the congress; discussed and contributed opinions on the draft reports of the documents of the 14th National Congress of the Party and the draft documents of the 1st Congress of the Party Committee of the Provincial People's Committee, term 2025 - 2030.

The political report presented at the Congress assessed the achievements of the Party Committee of the Department of Finance , 4th term, 2020-2025 . During the past term, the Party Committee, the leadership team of the Department, Party members, civil servants , and employees upheld the tradition of unity, demonstrating a high sense of responsibility, overcoming all difficulties, and focusing on leading, directing, and successfully implementing the goals and tasks of the Congress Resolution, achieving many important results in all fields ; basic targets were met and exceeded ; political and ideological education was given attention , promptly grasping the thoughts and aspirations of Party members. The leadership capacity and fighting strength of the Party Committee have been increasingly enhanced , creating a favorable foundation for continuing to successfully complete tasks in the next term. The Party's directives , resolutions, and regulations, as well as the State's policies and laws, have been fully and promptly implemented . The working regulations have been strictly followed , emphasizing the principle of democratic centralism in operations, and the quality of activities has improved; Party inspection and supervision work has been emphasized . The study and emulation of Ho Chi Minh's thought, morality, and style have been effectively implemented, linked to Party building and rectification. The self-criticism and criticism among Party members have been gradually improved . Party membership recruitment has been given attention (19 new members were admitted during the term) . The political acumen , work capacity , and moral character of Party members, civil servants, and public employees have been enhanced; the content and methods of operation of Party committees and organizations have been continuously reformed , contributing to building a clean and strong Party organization.

The Congress unanimously agreed on the 2025-2030 term and set forth 8 targets; of which, 6 targets are for political tasks, 2 targets are for party building work; 5 key tasks , including: (1) Continuing to improve the leadership capacity and fighting strength of Party committees and organizations in performing tasks; continuing to innovate working methods, improving the quality of activities of Party committees and organizations, and successfully completing all tasks; (2) Advising on effective fiscal policy management, ensuring financial and budgetary resources to contribute to the achievement of economic and social development goals and tasks, and national security and defense. Effectively managing state budget expenditures; continuing to restructure state budget expenditures towards sustainability ; prioritizing development investment expenditures and ensuring resources for debt repayment ; strictly managing public debt, ensuring public debt safety ; (3) Continue to implement the reform of the financial mechanism for the public sector; implement restructuring and improve the operational efficiency of state-owned enterprises ; (4 ) Promote the implementation of public finance reform, application of information technology in financial management, budget, public investment, prices, public assets and enterprises; (5) Strengthen inspection work on financial management, budget, public assets, socio-economic development tasks, public investment, projects attracting investment outside the budget, enterprise management and investment promotion activities according to regulations and 0 4 breakthroughs , including: (1) Focus on building personnel planning, implementing training and fostering in theory and expertise, especially the capacity for economic and financial analysis and application of digital technology in management and operation, leadership and management skills to improve the quality of advice and task implementation for the team of cadres and party members; (2) Timely arrange and consolidate the organizational structure and personnel to ensure conditions and standards meet the requirements and tasks in the new situation; (3) Advise on focusing on improving and enhancing the quality of the financial mechanism to ensure completeness and consistency; implement the mechanism of decentralization of public finance and asset management, and allocation of state budget according to the provisions of the Budget Law, the Law on Public Asset Management, the Law on Prices, and the Law on Land in the direction of strengthening decentralization and strengthening public financial governance; restructure state budget expenditures; (4) Advise within the authority to innovate mechanisms, policies, and allocate resources for the development of science, technology, and innovation associated with digital transformation; promote the application of information technology in financial and budget management; improve the investment and business environment to promote attracting investment for development in the province; (4) Attract all resources from within and outside the state, prioritize investment for ethnic minorities, people in mountainous and border areas, transportation infrastructure, agriculture, tourism and mineral exploitation. The Congress set out 09 main groups of tasks and solutions in leading the implementation of political tasks and key tasks in party building work.

To effectively achieve the set goals and tasks , the delegates actively discussed many issues at the Congress , focusing on outstanding achievements; existing shortcomings and limitations; key tasks, breakthroughs , and main solutions to be implemented in the next term. Four out of eleven delegates representing the Party branches under the Department's Party Committee presented their papers at the Congress. These papers focused on solutions to improve the effectiveness of comprehensive work and advice on socio-economic development, linked to the implementation of the two-tiered local government model; improving the effectiveness of administrative reform; strengthening decentralization and delegation of power in the management and use of state budget funds, linked to the two-tiered local government model; and improving the investment and business environment, attracting investment, and developing enterprises in Lai Chau province. Delivering a guiding speech at the Congress, Comrade Le Van Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee , and Secretary of the Party Committee of the Provincial People's Committee - praised the efforts and achievements of the Party Committee of the Department of Finance during the 2020-2025 term. He emphasized that the 2025-2030 term presents many new requirements and tasks, in the context of the country entering a new era, an era of national progress, with a very large volume of work and tight deadlines. This requires cadres and Party members of the Party Committee of the Department of Finance to be united, have a strategic vision, innovative and creative thinking, grasp the situation, provide thorough advice, ensure the progress and quality of work, and successfully complete the assigned tasks. To overcome existing shortcomings and limitations and successfully achieve the goals set forth in the Resolutions of the Party Congresses at all levels, the comrade requested that the Party Committee of the Department focus on effectively implementing the following tasks: Innovating the leadership and management of the Party Committee, methods, and working styles with the spirit of: "Unity, friendliness, openness, constructive cooperation, and mutual assistance," and "Unity of thought and action from top to bottom, seamless coordination from left to right," creating unity in understanding and action; accurately forecasting the context and situation in the country and the province; closely following the socio-economic development orientation of the province, focusing on major, important, and breakthrough issues; proactively advising and proposing solutions and policies to address difficulties and obstacles; and improving the quality and effectiveness of advising on the implementation of political tasks. In particular, promptly advising on the effective implementation of the provincial planning adjustment, concretizing it into a plan for implementing the plan in stages and annually, ensuring it is consistent with the two-tiered local government model; Advising on the effective implementation of solutions and tasks for socio-economic development, with the important goal of achieving double-digit growth for the next term; developing a public investment plan for the 2026-2030 period prioritizing key, practical, and effective projects; proposing projects that create breakthroughs and have a ripple effect; advising on strict financial and budgetary management; allocating and using resources effectively; managing public assets according to the two-tiered local government model to ensure efficiency and economy; effectively promoting potential and strengths, organizing investment, trade, and tourism promotion activities; creating breakthroughs and changes in attracting non-budgetary investment; promoting administrative reform, applying information technology, and implementing digital transformation in task implementation...

The Congress also adopted the Report summarizing the opinions of Party members and the public on the draft documents of the 14th National Party Congress and the draft documents of the 1st Congress of the Party Committee of the Provincial People's Committee, term 2025-2030; voted to approve the Report summarizing the opinions of subordinate Party organizations on the Political Report of the Party Committee of the Department of Finance and the Report summarizing the opinions of the Congress on the draft documents of the 14th National Party Congress and the draft documents of the 1st Congress of the Party Committee of the Provincial People's Committee, term 2025-2030; and voted to approve the Congress Resolution.

At the Congress, the Decision was announced appointing the Party Committee of the Department of Finance, consisting of 7 members, with 3 members participating in the Party Committee's Inspection Committee for the 5th term, 2025-2030; appointing Comrade Le Tuan Anh - Director of the Department of Finance - as Secretary of the Party Committee, and Comrade Ngo Thi Bich Hanh - Deputy Director of the Department of Finance - as Deputy Secretary of the Party Committee for the 2025-2030 term; and appointing 5 delegates to attend the Congress of Delegates of the Party Committee of the Provincial People's Committee for the 2025-2030 term.

At the closing of the General Assembly, Comrade Le Tuan Anh affirmed: The success of the General Assembly is a prerequisite and a driving force for all Party members, civil servants, and employees of the Department of Finance to continue to strive, innovate, unite, and contribute in the coming time. The General Assembly calls on Party members in the Party Committee to continue to inherit the achievements already made, uphold the spirit of unity, strive to cultivate moral qualities, develop intelligence, leadership capacity, and the highest sense of responsibility; to be exemplary leaders and mobilize the masses and people to successfully implement the Party's guidelines and policies, and the State's laws. To seriously implement and organize the implementation of the Resolution of the Party Committee's General Assembly for the 2025-2030 term./.
