Presenting a report on matters related to the organization of the Thanh Hoa Provincial Congress of the Vietnam Fatherland Front, the Head of the Mass Mobilization Department and Chairwoman of the Thanh Hoa Provincial Committee of the Vietnam Fatherland Front, Pham Thi Thanh Thuy, stated that with the theme "Unity - Democracy - Innovation - Development," the 15th Congress of the Vietnam Fatherland Front of Thanh Hoa Province, for the 2024-2029 term, has set forth an Action Program with specific, feasible goals, tasks, and solutions, closely adhering to the title of the political report: "Promoting the core political role, building a great national unity bloc, implementing democracy, strengthening social consensus, for the goal of building a prosperous, beautiful, and civilized Thanh Hoa province."

The Congress set forth several specific targets, including: striving to raise over 500 billion VND in the "For the Poor" Fund at all levels in the province within 5 years; building and repairing 7,000 solidarity houses for poor households, with the goal of supporting at least 5,000 poor households, policy beneficiary households, and households facing housing difficulties in the two years 2024-2025, in accordance with Directive No. 22-CT/TU of the Provincial Party Committee; and ensuring that 100% of full-time Fatherland Front officials, 100% of district-level Fatherland Front committees, and 90% of commune-level Fatherland Front committees apply information technology in their activities…

Regarding personnel at the Congress, Ms. Pham Thi Thanh Thuy stated that the Congress is expected to elect 125 members (an increase of 5 compared to the previous term, increasing the proportion of full-time staff of the Vietnam Fatherland Front Committee of Thanh Hoa province, in accordance with the guidelines of the Standing Committee of the Central Committee of the Vietnam Fatherland Front). The re-election rate compared to the beginning of the term is 38.4%; the combined structure includes non-party members at 23.2%; the percentage of women is 32%; ethnic minorities account for at least 16.8%; and religious representatives account for at least 12.8%. The 15th Congress of the Vietnam Fatherland Front of Thanh Hoa province, for the term 2024-2029, is expected to take place over two days, July 13-14, 2024, with 330 official delegates and 270 invited guests.

Speaking at the meeting, Vice Chairman Nguyen Huu Dung emphasized that during the 2019-2024 term, the Vietnam Fatherland Front Committee of Thanh Hoa province had achieved many positive and effective results, reaching high achievements within the province. However, some aspects were not fully reflected in the Political Report. The Standing Committee of the Vietnam Fatherland Front Committee of Thanh Hoa province needs to study, select, and incorporate feedback from the committees and units of the Central Committee of the Vietnam Fatherland Front and the opinions expressed at the meeting to supplement the appendices and tables to more clearly illustrate the five action programs for the term, thereby completing the document to be submitted to the Congress in accordance with regulations and in line with the local reality.

In addition, it is necessary to supplement the content of propaganda on the Party's directives and resolutions, the State's policies and laws, the action program of the Vietnam Fatherland Front, and major national holidays and anniversaries, including the implementation of Resolution No. 43-NQ/TW of the Politburo on national unity. Review, supplement, and deepen the major contents that the Front has implemented, such as: summarizing 20 years of the National Unity Day; summarizing 10 years of implementing Decision 218 of the Politburo; and the work of preventing and combating corruption and negative phenomena;...

Vice Chairman Nguyen Huu Dung also suggested that the achievements after 40 years of reform need to be assessed more closely, summarizing the role and contributions of the Provincial Fatherland Front through the various stages of national development and linking them to the local development process over the past 40 years. The action program for the 2024-2029 term needs to be reviewed and supplemented with major contents such as: summarizing the implementation of the 2015 Law on the Vietnam Fatherland Front; launching the nationwide emulation movement to "Eliminate temporary and dilapidated houses" in 2025; implementing the Project "Innovating and improving the quality and effectiveness of supervision and social criticism work of the Vietnam Fatherland Front and political and social organizations in the 2024-2029 period…"

Welcoming Thanh Hoa province's proposal to organize the "Meeting, exchange, and commendation of exemplary grassroots Front cadres of the province in the period 2019-2024," which creates momentum and provides positive encouragement for delegates attending the Congress, Vice Chairman Nguyen Huu Dung suggested that during the Congress, the province should add time slots for each item to facilitate the management of the Congress; and arrange for the preparation of presentations from various social groups and strata, including a presentation on Action Program No. 6 "Building self-governing, united, prosperous, and happy residential areas."

Regarding the personnel plan, Vice Chairman Nguyen Huu Dung suggested that, in the section on the current situation of the Vietnam Fatherland Front Committee of the province for the 2019-2024 term, there should be an assessment of the advantages and difficulties of the Committee regarding the number, structure, and composition, as well as the role played by the Committee members in the past term, to serve as a basis for building the Fatherland Front Committee in the new term.
