From December 15, the Ministry of Education and Training (MOET) will abolish exams and only consider promotions for teachers' professional titles according to new regulations of the Government.

The Ministry of Education and Training has just officially issued Circular No. 13/2024 stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary and secondary school teachers and university preparatory teachers, replacing Circular No. 34 dated November 30, 2021. The Circular takes effect from December 15, 2024.
Accordingly, a notable innovation compared to the old regulation is that it does not stipulate standards and conditions for promotion exams because the Government has abolished the promotion exam format; it does not stipulate the content, form and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree No. 85/2023. Circular 13 specifically stipulates standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers as well as specifically stipulates the determination of the time to hold equivalent professional titles.
Previously, the promotion of teachers' professional titles from lower ranks to the next higher ranks was carried out through examination and consideration. However, the organization of promotion by examination or consideration at the local level is at the discretion of the competent agency or unit. The Ministry of Education and Training does not have the authority to abolish the regulation on examination for promotion of teachers' professional titles and does not have the authority to request localities to implement a unified form of consideration for promotion.
In fact, many localities organize promotions for teachers without having to go through exams such as Bac Giang, Nam Dinh, Thai Binh , Hung Yen, Ninh Binh, Hai Duong... At the end of July 2023, nearly 2,500 teachers in Hanoi wrote a letter to the Department of Education and Training, the Department of Home Affairs and the Chairman of the City People's Committee, expressing their desire to stop having to take exams to be considered for promotions and salary increases. Notably, among the teachers who signed the petition sent to leaders at all levels, nearly 50% were teachers of the 6X and 7X generations. The reason shared by the teachers was that the most important criterion for considering promotions for teachers is their contributions to the education sector. For older teachers, despite having devoted a long time to the education sector, being good teachers at the cluster and city levels, being emulation fighters... having been affirmed in practice, if the exam is organized, it will be disadvantageous because their English level has declined, and they may not be promoted if they are careless during the exam. This causes great disadvantage for teachers.
With the new Circular, many opinions expressed agreement with the unification of teacher promotion nationwide, eliminating the situation of different places for consideration and testing, eliminating one procedure that makes it difficult for teachers.
Teacher Le Duc Duong - Cao Ba Quat High School (Gia Lam District, Hanoi) expressed his joy that the new regulation will help teachers not to have more pressure to review and take an exam, instead, they will spend their time, effort and financial resources to invest in improving their professional skills and other educational projects will be much more valuable.
Prof. Dr. Nguyen Mau Banh - Chairman of the Vietnam Association of Retired Teachers expressed his support for the new Circular to help teachers focus on improving their expertise and teaching quality instead of having to review subjects outside their major to participate in exams. In reality, although the current teacher salary has improved compared to the past, there is still a long way to go for teachers to be able to make a living from their profession. Increasing teachers' salaries based on their ability and dedication should be encouraged, reflected in the fact that when teachers have enough conditions and achievements to be promoted, it should be considered to ensure teachers' rights, avoiding "making it difficult" for teachers because there are also mistakes in exams.
Regarding this issue, the Ministry of Education and Training also affirmed that the standards specifically stipulated in Circular 13 will help ensure the requirement of a maximum ratio of grade I teachers of 10%, and grade II teachers of no more than 50%, according to the guidance of the Ministry of Home Affairs, as well as selecting worthy people.
