Enhancing the role and strategic value of the East Asia Summit (EAS).

The 19th East Asia Summit (EAS) took place on the final day of the ASEAN Summit. Prime Minister Pham Minh Chinh led the high-level Vietnamese delegation attending the summit.

At the conference, leaders also highlighted the immense potential and strengths of the EAS, with its convergence of many of the world's leading and dynamically developing economies , encompassing more than half of the world's total population and nearly two-thirds of its total global GDP.

Trade turnover in goods between ASEAN and EAS partners reached US$1.7 trillion, and foreign direct investment (FDI) from EAS partners into ASEAN reached US$124.6 billion in 2023.

The countries agreed to prioritize areas of common interest and urgency such as climate change response, disaster management, energy transition, resilient supply chains, maritime cooperation, health, and education and training.

Simultaneously, we must leverage new growth drivers such as innovation, digital transformation, the green economy, and effectively implement free trade agreements, including the Regional Comprehensive Economic Partnership (RCEP).

ASEAN and its EAS partners also agreed on the need to further enhance the strategic role and value of the EAS, adapting more effectively to rapid changes, with intertwined challenges and opportunities.

The countries also affirmed their support for ASEAN's central role in a regional structure that upholds international law, while emphasizing the important role of the EAS in promoting multilateralism and building a rules-based international order.

We need to take pioneering action to effectively respond to climate change.

Speaking at the conference, Prime Minister Pham Minh Chinh expressed his hope that the East Asia Summit (EAS) would further enhance its strategic role and value as a leading forum for dialogue on strategic issues affecting peace, security, and development in the region.

This aims to effectively adapt to the changing regional and global strategic environment, fostering closer connectivity and stronger self-reliance.

To ensure the EAS meets expectations, the Prime Minister emphasized that ASEAN and EAS partners need to strive to promote dialogue, cooperation, and strategic trust-building, increase common ground, minimize disagreements, and respect differences.

ASEAN and its East Asian partners also need to uphold international law with ASEAN at its center, facilitating economic development, avoiding conflict, and promoting peace, cooperation, and development in the region and the world, bringing prosperity and happiness to all people, ensuring that no one is left behind.

At the same time, we urge our partners to continue supporting ASEAN's central role through words and actions.

Highly appreciating the EAS with its immense potential and strengths, the Prime Minister expects the EAS to take the lead in strongly promoting new growth drivers, prioritizing cooperation in science and technology development, innovation, digital transformation, green transformation, and circular economy.

Furthermore, he cited recent extreme weather events such as Typhoon Yagi in Southeast Asia and Hurricanes Helene and Milton in the United States, arguing that the EAS needs to take the lead in effectively responding to global challenges affecting all people, such as aging populations, resource depletion, epidemics, climate change, and natural disasters.

K exploits common ground, promotes cooperation.

In extensive discussions on international and regional issues such as the South China Sea, the Middle East, Myanmar, the Korean Peninsula, and the conflict in Ukraine, the countries emphasized the importance of peace, security, and stability in the region as prerequisites, supporting and facilitating efforts to promote inclusive growth, self-reliant development, prosperity, and sustainability.

The partners affirmed their support for ASEAN's efforts, balanced and objective approach, and common stance on these issues.

At the conference, Prime Minister Pham Minh Chinh emphasized the need to maintain peace, stability, cooperation, and harmonious development of interests among all relevant parties, ensuring aviation and maritime security and safety in the East Sea.

He called on all parties to exercise restraint, limit disagreements, exploit common ground, promote cooperation, sincere, trustworthy, effective, and rules-based dialogue, fully and effectively implement the DOC, and create an environment that promotes the development of a substantive, effective, and legally binding Code of Conduct in accordance with international law, especially UNCLOS 1982.

On the afternoon of October 11th, Prime Minister Pham Minh Chinh, along with leaders of ASEAN countries, attended the closing ceremony of the 44th and 45th ASEAN Summits and related high-level meetings, as well as the handover ceremony of the ASEAN chairmanship from Laos to Malaysia.

In his speech assuming the rotating chairmanship of ASEAN in 2025, Malaysian Prime Minister Anwar Ibrahim officially announced the theme for ASEAN Year 2025 as " Inclusivity and Sustainability , " reflecting the aspiration for shared prosperity and ensuring that no one is left behind.

On the evening of October 11th, Prime Minister Pham Minh Chinh and the high-level Vietnamese delegation departed Vientiane for home, successfully concluding their working trip to attend the 44th and 45th ASEAN Summits and related high-level meetings.
