Overcoming difficulties and challenges, Ky Anh town ( Ha Tinh province) is mobilizing all available resources and accelerating the construction of projects to realize the goal of becoming a city as set forth in the resolution of the town's Party Congress for the 2020-2025 term.

"Effectively exploiting resources, potential, and advantages, with a focus on the Vung Ang Economic Zone, and building Ky Anh town into a city by 2025, developing rapidly and sustainably in an industrial and modern direction" is the central task identified in the theme of the 2nd Congress of the Ky Anh Town Party Committee, term 2020-2025. To implement this policy, Ky Anh town is focusing on mobilizing maximum resources to complete the urban infrastructure system, transportation network, build criteria for a civilized urban area, and create model, civilized, and modern streets.
On the major construction sites, a sense of urgency and hustle is evident, promising to bring a new look to Ky Anh town. A prime example is the Integrated Urban Development Project - Ky Anh Urban Sub-project (total investment of 1,239 billion VND, using World Bank loan and domestic counterpart funds) with 4 major construction works.
To date, the Thuy Son Lake project (Hung Tri ward) has been largely upgraded and renovated, becoming a landmark in the town center. Not far away, the road connecting the town center and the Tri River embankment project, along with the road system on both sides of the river, have also been completed, forming a modern transportation artery for the locality. The wastewater collection and treatment system in Hung Tri and Ky Trinh wards and Ky Hoa commune are also being urgently constructed by the relevant units.

Overcoming difficulties related to weather, material prices, and fuel fluctuations, contractors are rushing to accelerate progress and complete the projects, creating a highlight for the future face of the city. Mr. Nguyen Quoc Hiep - Head of the Investment and Construction Project Management Board of Ky Anh Town, said: "The Project Management Board regularly coordinates, directs, and urges units to accelerate progress and complete projects and items early, bringing a new, modern, and civilized appearance to the city in the future."
Along with improving infrastructure, Ky Anh town is focusing resources on "upgrading" Ky Ninh and Ky Nam communes to become wards by 2024. In Ky Ninh commune, with the foundation already built after achieving advanced new rural area status in 2022, the locality has been leveraging favorable factors to become a ward on schedule. "The commune is taking advantage of all resources and is determined to fulfill the unmet criteria, especially those requiring significant investment; at the same time, actively working alongside the people to strive to make Ky Ninh a ward according to the set schedule," said Mr. Hoang Trung Thong, Chairman of the People's Committee of Ky Ninh commune.

To date, Ky Ninh commune has met 13 out of 18 criteria to become a ward, including: population size; natural land area; budget balance; percentage of non-agricultural labor; health station; educational facilities; land for educational facilities; land for cultural and sports facilities; electricity supply for households; area of transportation land; percentage of households with access to clean and hygienic water; density of main drainage pipes; and percentage of solid waste collected. The 5 criteria not yet met include: average multidimensional poverty rate over the last 3 years; commercial infrastructure; percentage of illuminated roads; public green space; and percentage of households implementing appropriate and effective wastewater collection and treatment methods.
Besides maintaining and upholding the criteria already achieved, the commune has planned solutions to address the unmet criteria. Specifically, these include: reviewing and classifying poor households and assigning relevant organizations to provide assistance and support, aiming to reduce the number of poor households by 48; mobilizing resources to build a mini-supermarket in the commune center and investing in upgrading the market; and planting over 1,500 new trees in the villages…
The people of Ky Ninh commune are focusing on developing the OCOP model.
Ms. Tran Thi Tien (Tan Tien village, Ky Ninh commune) shared: “Transforming the commune into a ward will be a new step in development, helping people improve their quality of life and build a civilized and progressive lifestyle. I and the people always support this, and together with the commune government, we are united and determined to implement the set criteria.”
In Ky Nam commune, with 6 criteria yet to be met (average multidimensional poverty rate over the last 3 years; commercial infrastructure; education and training facilities; percentage of illuminated roads; public green space; percentage of households implementing wastewater collection and treatment using appropriate and effective methods), the local authorities have also specifically assessed each criterion to develop a concrete implementation plan.

In particular, special attention will be paid to allocating investment capital for infrastructure, proposing to seek approval and resources from the town to complete the projects, with a total estimated capital requirement of 43 billion VND. At the same time, the plan focuses on developing and expanding economic models that are local strengths to improve people's lives, concentrating on models for growing apricot blossoms, medicinal plants, and livestock farming; implementing specific solutions to help households escape poverty and reduce the number of poor households to below 2.5%…
Mr. Tran Quang Hanh, Secretary of the Party Committee of Ky Nam commune, shared: “The Party Committee and People's Committee of the commune have reviewed and assessed each criterion closely and identified key tasks to implement, actively promoting awareness change, and working alongside the people to strive to meet the criteria to become a ward by the end of 2023.”
In parallel with the above tasks, Ky Anh town has implemented flexible solutions in administrative reform, focusing on reforming administrative procedures, creating a transparent and open business environment, enhancing investment attraction capacity, and promoting socio-economic development.

To date, the locality has attracted 152 projects, including 56 foreign investment projects with registered capital of over US$16 billion and 96 domestic investment projects with registered capital of over VND 55,000 billion. Many large domestic and foreign investors are researching and proposing investments, such as: Mitsubishi Corporation (Japan), Vingroup Corporation, HBRE Corporation, Nha Trang Bay Joint Stock Company, etc.

Mr. Nguyen Hoai Son, Chairman of the People's Committee of Ky Anh town, affirmed: "With high determination and great efforts from the entire political system, and the concerted efforts of all sectors of the population, the criteria for becoming a city are gradually being completed. At the same time, the locality will continue to leverage its potential and advantages, focusing on the Vung Ang Economic Zone, to promote socio-economic development and accelerate urbanization, aiming to achieve the goal of becoming a city directly under the provincial administration by 2025 as set forth in the Resolution of the Town Party Congress."
The People's Committee of Ky Anh town has developed the following procedures for implementing the main contents of the project to establish Ky Anh city: - Phase 2023 - 2024: Develop a report reviewing and classifying Ky Anh town according to the criteria of a type III urban area; assess the level of infrastructure development in the area where Ky Ninh and Ky Nam wards are planned to be established, and submit it to the Ministry of Construction for appraisal and approval. Develop a proposal for the establishment of Ky Ninh and Ky Nam wards to be submitted to the Ministry of Interior, the Government, and the Standing Committee of the National Assembly for approval. - Phase 2024 - 2025: Develop a plan for establishing Ky Anh City under the direct administration of Ha Tinh province, to be submitted to the Ministry of Interior, the Government, and then to the Standing Committee of the National Assembly for approval. |
