On the afternoon of June 30th, representatives from the Kien An District leadership in Hai Phong City confirmed that Mr. Vu Khac Hiep, Chairman of the Lam Ha Ward People's Committee, had his resignation request approved by the District Party Committee Standing Committee after being disciplined for allowing his wife, Ms. Le Thi Thao, to build nine adjacent houses without permission at 64 Tru Khe Street, Quan Tru Ward.
The row of houses was built without permission and illegally by Ms. Le Thi Thao (wife of Mr. Vu Khac Hiep, Chairman of the People's Committee of Lam Ha Ward, Kien An District, Hai Phong City).
In the locality where Mr. Hiep worked, the People's Council of Lam Ha Ward also completed the voting process and unanimously agreed to dismiss Mr. Hiep from the position of Chairman of the People's Committee of the ward for the third term. Currently, Mr. Hiep has retired from his position and someone else has been appointed to replace him as Chairman of the People's Committee of Lam Ha Ward.
Previously, Mr. Hiep was reprimanded by Kien An District for allowing his wife to build a house without a permit and in violation of regulations.
As Thanh Nien newspaper reported, in February, the People's Committee of Quan Tru Ward (Kien An District, Hai Phong City) discovered and recorded a violation by Ms. Le Thi Thao (wife of Mr. Vu Khac Hiep) for constructing 9 adjacent houses on her family's land at 64 Tru Khe without a construction permit from the competent authority and for illegally constructing on land previously used for annual crop cultivation, but without having completed the procedures to convert it to residential land.
Based on the violation report on construction regulations compiled by the People's Committee of Quan Tru Ward, the People's Committee of Kien An District issued a decision to fine Ms. Le Thi Thao 65 million VND for the aforementioned violations; and simultaneously ordered Ms. Thao to dismantle a part of the illegally constructed house on land designated for annual crop cultivation.
Regarding Mr. Hiep, the Standing Committee of the Kien An District Party Committee has instructed the District Party Committee's Inspection Committee to take disciplinary action in accordance with regulations for failing to set a good example by allowing his wife to build a house illegally and without a permit.
In early June, Mr. Vu Khac Hiep submitted his resignation.
Speaking to Thanh Nien newspaper , Mr. Hiep said that when the incident occurred, he admitted his responsibility, but the district's disciplinary action was too harsh, removing him from his position as ward chairman and transferring him to work as an administrative staff member. "I'd rather resign than accept that kind of disciplinary action," Mr. Hiep stated.
