Phu Quoc authorities will take drastic action if illegal tourist attractions do not dismantle themselves.

The head of the Phu Quoc City government in Kien Giang province said they are aware that The Peak, a tourist attraction built illegally on Dien Tien hill, has opened to visitors. Authorities will take action if the violators do not rectify the situation within 30 days.


Regarding the illegally constructed tourist attraction, The Peak, on Dien Tien Hill (Phu Quoc, Kien Giang), which has been open to visitors in recent days, Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc City, said: "Phu Quoc City is still taking further steps. If, within the 30-day deadline, the violators do not rectify the consequences or dismantle the structure themselves, the authorities will continue to intervene," Mr. Khoa affirmed.

According to the People's Committee of Duong Dong Ward, Mr. Tran Van Luong (born in 1974, residing in Ho Chi Minh City) leased the right to use 3 hectares of land from Mr. Le Trong Dai (born in 1982, from Nam Dinh province) at Dien Tien Hill, Quarter 1, Duong Dong Ward, Phu Quoc City (Kien Giang province), and this was certified by Nguyen Ngoc Notary Office, Phu Quoc, under number 02752, dated July 2, 2024.

On November 26, 2024, Mr. Luong sent a document to the People's Committee of Phu Quoc City regarding the use of agricultural land for multiple purposes in accordance with the 2024 Land Law at the 3-hectare plot he had just leased, but it was not approved by the competent authority.

On December 12, 2024, Mr. Luong submitted another petition to the Phu Quoc City government requesting permission to use agricultural land for multiple purposes, but it was still not approved. However, he subsequently proceeded to construct various facilities to develop The Peak tourist attraction on Dien Tien Hill.

Mr. Dai stated that initially, Mr. Luong leased the land to manufacture camping tents for sale. However, on December 24, 2024, when land and construction officials from Duong Dong ward came to the Dien Tien hill area to record administrative violations, most of the illegally constructed structures were 90% complete.

Land and construction officials of Duong Dong ward have issued administrative violation reports against Mr. Le Trong Dai and Mr. Tran Van Luong.

Violations include: Converting agricultural land to non-agricultural land or land for production and business; altering the topography, changing the slope of the land surface, leveling and raising the surface of agricultural land; organizing construction projects that do not comply with construction plans and urban planning; encroaching on land managed by the State; encroaching on protected forest land.

However, in the days that followed, the illegal construction resumed at an even faster pace.

On January 22, 2025, Mr. Tran Minh Khoa, Chairman of the People's Committee of Phu Quoc City, signed a decision imposing administrative penalties on Mr. Le Trong Dai and Mr. Tran Van Luong for numerous violations in the field of land use.

In that case, Mr. Dai was fined a total of 120 million VND and ordered to return nearly 30 million VND of the illegal profits obtained from the violations.

Mr. Dai is required to restore the land to its original condition before the violation for areas of 257.1m² and 501.2m²; and to demolish the illegally constructed part of the building covering an area of ​​69.7m². The deadline for implementing the remedial measures is 30 days.

Mr. Luong was fined 175 million VND for four violations. In addition, Mr. Luong must return 200 million VND, which is the illegal profit obtained from committing the violations.

The tourist spot continues to welcome visitors every day, despite being fined by Phu Quoc authorities for illegal construction and ordered to demolish the offending structures.

It's worth noting that the tourist attraction is still selling tickets and welcoming visitors. On the afternoon of February 21st, Duy, a resident of Phu Quoc, bought a ticket to The Peak tourist attraction for 70,000 VND.

According to the ticket seller, Duy received a discount because he is a resident of Phu Quoc. "In the morning and afternoon, there are many tourists coming to take photos," the male employee said, adding that hundreds of visitors buy tickets to visit and take pictures every day.

When contacted by phone, Mr. Tran Van Luong said he was busy and would call back later. However, for several days, reporters have been unable to reach Mr. Luong by phone.

On the morning of February 21st, the entrance fee to The Peak tourist attraction for residents of Phu Quoc was 70,000 VND.

3 hectares of prime land for rent at 10 million VND per month?

Mr. Le Trong Dai stated that he purchased 42 adjacent plots of land for perennial crops, totaling 3 hectares and worth hundreds of billions of VND, in October 2023. Afterward, Mr. Dai constructed a high-rise building on the newly purchased land, but the authorities issued an administrative violation report, forcing him to demolish or forcibly remove it.

"It was wrong to build without a construction permit. The land is prime real estate, leaving it like that is a huge waste. After that, I leased the entire 3 hectares to Mr. Luong around June 2024, on a personal basis. The rental price was 10 million VND per month for the entire 3 hectares. The lease period was 5, 10 years, or whenever Mr. Luong stopped doing business, he could return the land," Mr. Dai said.

When questioned about the unreasonable rental price of only 10 million VND for the entire 3-hectare prime land, Mr. Dai said that he has other 3-6 hectares of land and is willing to lend it to anyone who needs it (!?).
