Proposal to abolish A1, B1, B2 driving licenses, do old driving licenses need to be changed?

Proposal to abolish A1, B1, B2 driving licenses, do old driving licenses need to be changed?

According to Clause 1, Article 62 of the draft Law on Road Traffic Safety and Order, it is stipulated as follows:

Driving licenses issued under the 2008 Road Traffic Law may continue to be used, but in the following cases they may be reissued or exchanged according to the new classification:

- A driver's license is reissued in one of the following cases:

+ Driver's license expired;

+ Lost driver's license.

- Driving license is changed in the following cases:

+ Driver's license is damaged or has incorrect information on the driver's license;

+ Driver's license of foreigners legally residing in Vietnam issued by a competent authority of a foreign country, still valid;

+ Driving license issued by the Ministry of National Defense or the Ministry of Public Security where the holder is no longer on defense or security duty.

Thus, if this proposal is passed, people with old driver's licenses will not have to change to the new category, except in the mandatory cases as above.

How to change driver's license according to new classification? (Proposal)

Driving licenses of classes A1, A2, A3, B1, B2, C, D, E, FB2, FC, FD, FE issued under the Road Traffic Law 2008 are exchanged and reissued as follows:

- A3 and C class driving licenses remain unchanged and can be exchanged or reissued with the same class;

- Class A2 driving license is exchanged or reissued to those who have Class A1 driving license;

- Class A driving license is exchanged or reissued to those with Class A2 driving license;

- Class B driving license is exchanged or reissued to those who have Class B1 and B2 driving license;

- Class D2 driving license is exchanged and reissued to those who have Class D driving license;

- Class D driving license is exchanged or reissued to those who have Class E driving license;

- Class BE driving license is exchanged and reissued to those who have class FB2 driving license;

- CE class driving license is exchanged and reissued to those who have FC driving license;

- D2E class driving license is exchanged and reissued to those who have FD class driving license;

- DE class driving license is exchanged and reissued to those who have FE class driving license.

Cases of upgrading driving license (Proposal)

Article 41, Clause 3 of the draft Law on Road Traffic Safety stipulates that training to upgrade driving licenses is carried out in the following cases:

- Upgrade driving license from class B to class C1 or to class C or to class D2;

- Upgrade driving license from class C1 to class C or to class D2 or to class D;

- Upgrade driving license from class C to class D2 or to class D;

- Upgrade driving license from class D2 to class D;

- Upgrade driving license from classes B, C1, C, D2, D to corresponding driving license classes BE, C1E, CE, D2E, DE.
