If the A1, B1, and B2 driver's licenses are abolished, will old licenses need to be renewed?

According to Clause 1, Article 62 of the draft Law on Road Traffic Safety, the following is stipulated:

Driving licenses issued under the 2008 Road Traffic Law remain valid, except in the following cases where they may be reissued or exchanged according to the new classification:

- A driver's license may be reissued in one of the following cases:

+ Your driver's license has expired;

+ My driver's license is lost.

- Driver's licenses are renewed in the following cases:

+ The driver's license is damaged or contains incorrect information;

+ A valid driver's license for foreigners legally residing in Vietnam, issued by a competent authority of a foreign country;

+ Driving licenses issued by the Ministry of National Defense or the Ministry of Public Security where the holder is no longer serving in national defense or security.

Therefore, if this proposal is approved, those with old-class driver's licenses will not have to exchange them for the new class, except in the mandatory cases mentioned above.

How to renew a driver's license according to the new classification? (Proposed solution)

Driving licenses of categories A1, A2, A3, B1, B2, C, D, E, FB2, FC, FD, FE issued under the 2008 Road Traffic Law can be exchanged or reissued as follows:

- Driving licenses of categories A3 and C remain unchanged and can be exchanged or reissued within the same category;

- A Class A2 driver's license can be exchanged or reissued for those holding a Class A1 driver's license.

- Class A driver's licenses will be exchanged or reissued for those holding a Class A2 driver's license;

- Class B driver's licenses can be exchanged or reissued for those holding Class B1 or B2 driver's licenses;

- Driving licenses of class D2 will be exchanged or reissued for those holding a class D driving license;

- Class D driver's licenses can be exchanged or reissued for those holding a Class E driver's license.

- BE class driving licenses will be exchanged or reissued for those holding FB2 class driving licenses;

- CE class driving licenses can be exchanged or reissued for those holding FC class driving licenses;

- D2E driver's licenses can be exchanged or reissued for those holding an FD driver's license;

- A Class DE driver's license will be exchanged or reissued for those holding a Class FE driver's license.

Proposed cases for upgrading driver's licenses

Clause 3 of Article 41 of the draft Law on Road Traffic Safety stipulates that training for upgrading driver's licenses is required in the following cases:

- Upgrading your driver's license from class B to class C1, or to class C, or to class D2;

- Upgrading your driver's license from class C1 to class C, or to class D2, or to class D;

- Upgrading your driver's license from class C to class D2 or to class D;

- Upgrading your driver's license from class D2 to class D;

- Upgrading driver's licenses from categories B, C1, C, D2, D to corresponding categories BE, C1E, CE, D2E, DE.
