This drastic move is to resolve the direction of the Traffic Police Department ( Ministry of Public Security ), mobilizing maximum officers and examiners to focus on issuing and testing driving licenses for people. The deadline for localities is to complete before July 30, 2025.

According to the report of Hanoi Moi Newspaper reporter at Cu Chi Driving Test Center on July 20, the driving test was organized in an orderly and serious manner. Candidates were given enthusiastic instructions and clearly divided into groups right from the reception stage to the theoretical and practical driving test. Although the number of candidates was especially large, the test was still conducted in accordance with the procedure and there were no incidents.
Ms. Vu Yen Ngoc (24 years old, residing in Vuon Lai ward, Ho Chi Minh city) said: “I applied for driving school at the end of last year but only recently was informed of the exam schedule. At first, I was worried about being late, but today when I took the exam, I saw that the organization was very neat. In particular, the traffic police officers were present early to support, and the driving instructors gave enthusiastic instructions. Everything was clear.”

According to Mr. Doan Quoc Bao, Permanent Deputy Director of Cu Chi Driving Test Center, this is the peak time for driving tests, so the Center has proactively increased equipment, human resources and arranged additional test schedules during the week to meet people's needs.
“We work closely with the Traffic Police, especially the PC08 Department, in organizing the examinations, ensuring that the examinations are conducted seriously, transparently and in accordance with procedures. Despite the great pressure due to the large number of applications, the staff, examiners and support staff always try their best to ensure that people can take the examinations and get their licenses renewed on schedule,” Mr. Doan Quoc Bao affirmed.

Speaking to reporters of the Hanoi Moi Newspaper, Lieutenant Colonel Ha Van Thanh, Deputy Head of the Driver's License Examination Team (PC08 Department, Ho Chi Minh City Police), said: Since taking over the task of examining and granting driver's licenses from the Department of Transport (now the Department of Construction), PC08 Department has organized about 220 examinations, with a total of nearly 70,000 candidates participating, from May 2025 to present. Of which, about 40,000 candidates took the car exam and 30,000 candidates took the motorcycle exam.
Up to now, there are about 60,000 candidates (37,000 cars; 23,000 motorbikes) who have completed the training program at training facilities but have not yet been tested to obtain a driving license.

Currently, PC08 has advised the City Police Director to organize 9 driving tests/day with about 6,000 candidates participating in the city every day. The working time of the Examination Council starts at 7:30 am and is expected to end at 9:00 pm or until all registered candidates complete the test (including Saturday and Sunday).

The goal is to organize testing and issue driving licenses to all candidates who have completed the training program at training facilities in Ho Chi Minh City by July 30, 2025.
