Ho Chi Minh City: Mobilizing maximum force, speeding up driver testing progress

On July 20, the Traffic Police Department (PC08, Ho Chi Minh City Police) informed that the unit coordinates with other units to organize driving tests, on average, each day it will organize driving tests for about 6,000 candidates in the city.

This decisive move, in accordance with the directives of the Traffic Police Department ( Ministry of Public Security ), aims to mobilize the maximum number of officers and examiners to focus on issuing, renewing, and testing driver's licenses for citizens. The deadline for localities is to complete this before July 30, 2025.

According to observations by a reporter from HanoiMoi Newspaper on July 20th at the Cu Chi Driving Test Center, the driving test process was orderly and serious. Candidates received thorough guidance and clear instructions from the registration stage to the theoretical and practical driving tests. Despite the exceptionally large number of candidates, the testing process was conducted according to procedure without incident.

Ms. Vu Yen Ngoc (24 years old, residing in Vuon Lai Ward, Ho Chi Minh City) said: “I submitted my application for driving lessons at the end of last year, but only recently received notification of the exam schedule. Initially, I was worried about being late, but when I came to take the exam today, I found the organization very well-organized. In particular, the traffic police officers were present to assist from early on, and the driving instructors provided thorough guidance. Everything was clear and transparent.”

According to Mr. Doan Quoc Bao, Deputy Director of the Cu Chi Driving Test Center, this is currently the peak period for driving tests, so the Center has proactively increased both equipment and personnel and arranged additional test schedules during the week to meet the needs of the people.

“We are working closely with the Traffic Police, especially the PC08 Department, in organizing the driving tests, ensuring that the exams are conducted seriously, transparently, and according to procedure. Despite the significant pressure due to the large number of applications, the staff, examiners, and support personnel are always striving to do their best so that people can take the exams and renew their licenses on schedule,” Mr. Doan Quoc Bao affirmed.

Speaking with a reporter from Hanoi Moi Newspaper, Lieutenant Colonel Ha Van Thanh, Deputy Head of the Driving License Examination Team (PC08 Department, Ho Chi Minh City Police), said: Since taking over the driving license examination and issuance from the Department of Transport (now the Department of Construction), the PC08 Department has organized approximately 220 examination sessions, with a total of nearly 70,000 candidates participating, from May 2025 to the present. Of these, about 40,000 candidates took the car driving test and 30,000 candidates took the motorcycle driving test.

As of now, there are approximately 60,000 candidates (37,000 for cars; 23,000 for motorcycles) who have completed their training programs at training facilities but have not yet taken the driving test to obtain a driver's license.

Currently, the PC08 Department has advised the Director of the City Police to organize 9 driving test sessions per day, with approximately 6,000 candidates participating daily across the city. The examination board's working hours begin at 7:30 AM and are expected to end at 9:00 PM or until all registered candidates have completed the test (including Saturdays and Sundays).

The goal is to conduct driving tests and issue driver's licenses to all candidates who have completed training programs at training facilities in Ho Chi Minh City by July 30, 2025.
