According to Mr. Nguyen Trong Tinh, Deputy General Director of Viettel Telecommunications Corporation, as of October 10th, Viettel only has 360,000 2G-only subscribers remaining on its network.

It is projected that by October 15th, Viettel will have fewer than 100,000 2G subscribers (including 2G subscribers in the Truong Sa and Hoang Sa archipelagoes and the DK1 platform).

By September 2026, the entire 2G network supply will be used to reserve resources for the 4G and 5G networks (Figure 1).

The majority of these remaining subscribers are in rural, mountainous, and remote areas. The target customers are elderly people with limited usage needs.

"We went directly to customers' locations to help them switch. Reaching under 100,000 2G-only subscribers by October 15th is considered a success," Mr. Tinh said.

As of the morning of October 11th, VNPT 's network had only about 150,000 2G-only subscribers remaining.

Over the next four days, VinaPhone plans to continue mobilizing staff nationwide to assist customers in switching to 2G devices, aiming to reduce the number of 2G subscribers to under 100,000 by October 15th.

A representative from VinaPhone also stated that after October 15th, VinaPhone will continue to replace devices and provide support, ensuring that 100% of customers can use the service.

MobiFone currently has 47,919 2G-only subscribers. If we consider the criterion of not using 2G devices for 30 days, MobiFone will only have about 20,000 subscribers left. After another week, the number of MobiFone's 2G-only subscribers will be reduced to approximately 10,000.

A representative from Vietnamobile said that as of October 11th, there were still approximately 17,000 2G subscribers...

A few mobile network operators still have a few hundred to a few thousand 2G subscribers and are continuing to promote the switch to 2G…

Regarding the handling of 2G-only subscribers who have not switched after October 15th, Deputy Director of the Telecommunications Department Nguyen Phong Nha stated that, according to regulations, the provision of two-way calling services to these subscribers will have to be stopped.

As this period approaches, network operators need to introduce new communication methods to customers using only 2G, and increase their customer outreach efforts to ensure users receive complete information…

"For subscribers whose services were discontinued after October 15th, I suggest that network operators continue to implement customer care policies to facilitate the conversion of these subscribers to 4G networks, ensuring consumer rights," Mr. Nha said.

According to the Deputy Director of the Telecommunications Department, the process of phasing out 2G technology is divided into two phases. The first phase, starting on October 15th, involves stopping the provision of 2G-only subscriber services. By September 2026, the entire 2G network will be shut down to allocate resources to newer networks such as 4G and 5G, ensuring efficient use of frequency resources.
