  According to Article 8 of Decree 100/2019/ND-CP (amended and supplemented by Decree 123/2021/ND-CP), a fine of VND 400,000 - 600,000 shall be imposed on cyclists, motorbikes (including electric bicycles), and other non-motorized vehicles on the road whose blood or breath alcohol concentration exceeds 80 mg/100 ml of blood or exceeds 0.4 mg/1 liter of breath.
  In addition, the person with the authority to impose penalties is allowed to temporarily detain bicycles, motorbikes, and electric bicycles of alcohol concentration violators for up to 7 days before issuing a penalty decision.
