On April 3, the Supervisory Delegation No. 9 of the Provincial People's Council, led by the Head of the Economic - Budget Committee of the Provincial People's Council, Vo Dai Hue, as Deputy Head, had a working session with the People's Committee of Ea Kar district on "Proposing policies and implementing the change of forest use purposes" to implement the Khanh Hoa - Buon Ma Thuot Expressway Construction Investment Project through the district.
Ea Kar district has 2 component projects of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 passing through, with a total length of 13.5 km; total recovered land area of 104.5 ha, currently 101 ha (96% of the area) has been handed over, equivalent to 9 km. The total area that needs to convert the purpose of forest use is 31.81 ha, of which natural forest is 3.63 ha, planted forest is 28.18 ha.

Currently, Ea Kar district has carried out procedures and documents related to the proposed content of the project's forest use conversion policy in accordance with regulations; has organized appraisals on land, forestry, and conformity with land use planning, national forestry planning in accordance with the law.
However, the implementation of the project through the district still has some difficulties such as: the recovered land area is mainly forestry land that has been encroached upon by people; although the site has been handed over to the investor to implement the project with 9 km (Component Project 3), however, about 2 km of which must remain in the current state, not being constructed because of forestry land and forest trees; currently, the dumping sites are not included in the district's land use planning for the period 2021 - 2030...
Check the actual implementation status of the project and locations with forestry land that must be recovered for project implementation.
At the working session, the Ea Kar District People's Committee proposed to the Supervisory Delegation to request the Provincial People's Committee to allow the District People's Committee to dump waste in some locations that are public land funds, works, projects, and households using land in the commune with low-lying terrain (locations not included in the district's land use planning and proposed to be included in the provincial planning) to raise the ground level, improve production land, reserve land for filling to serve rural traffic works and works in the area. At the same time, the Provincial People's Committee was requested to soon approve the plan for reforestation and change the purpose of forest use to implement the next steps of the Project.
The monitoring team requested Ea Kar district to direct functional units to review and re-inventory the forest land area that must be converted to match current reality. The forest areas that must be converted are related to the organization, the district must choose the most suitable option to avoid prolonging the time and affecting the progress of the project.
