Driving forces for green transformation and sustainable development of rural industry

On the afternoon of December 3, in Ninh Binh, the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) held a conference to disseminate and implement new regulations on industrial promotion work.

The conference aims to promptly concretize the Party and State's policies and guidelines on promoting industrialization and modernization of agriculture and rural areas in the 2026-2030 period.

At the conference, delegates were informed of the core contents of Decree No. 235/2025/ND-CP dated August 27, 2025 of the Government (amending and supplementing Decree No. 45/2012/ND-CP) and Decision No. 2646/QD-BCT approving the National Industrial Promotion Program for the period 2026-2030.

The highlight of the new legal documents is the strong shift in management and support thinking. Accordingly, industrial promotion activities do not stop at simply supporting production but focus on "Sustainable production and consumption" and "Digital transformation". This is a step to concretize the orientation of developing a green economy and a circular economy, ensuring the sustainable development goals set by the Government. The state management structure has also been improved, with the renaming of the Department of Local Industry to "Department of Innovation, Green Transformation and Industrial Promotion", clearly demonstrating the political determination in renewing the growth model.

Regarding financial mechanisms, representatives of the Ministry of Finance disseminated Circular No. 64/2024/TT-BTC, providing detailed guidance on the establishment, management and use of industrial promotion funds. The new regulations emphasize the principles of publicity, transparency and efficiency in budget allocation; at the same time, prioritizing support resources for rural industrial establishments owned by women, employing ethnic minorities and in disadvantaged areas, ensuring social security.

The national industrial promotion program for the 2026-2030 period aims to support 1,600 establishments applying advanced machinery and building 100 pilot models of cleaner production. The conference affirmed the determination of the Industry and Trade sector in creating a clear legal corridor, creating new momentum for the rural economy to develop in the right direction, modernly and sustainably.
