In October 1929, amidst the fervent revolutionary movement in the south, Comrade Pham Huu Lau, an outstanding son of Hoa An commune, Cao Lanh district, was admitted to the Party, becoming a key leader of the local revolutionary movement.
This event contributed significantly to the recognition of the Hoa An Youth Revolutionary Association as the first Annam Communist Party cell in the province, fanning the flames of patriotism and promoting the local revolutionary movement.
The Annam Communist Party branch is a special party organization with a long and glorious revolutionary tradition.

From the early days of its founding, when the country was still shrouded in the darkness of feudalism and foreign invasion, our comrades bravely rose up, with fervent patriotism and immense sacrifice, contributing to the struggle for national liberation.
To commemorate this historic milestone, in 1995, Dong Thap province erected a memorial plaque in the Mu U Garden area, Hoa An village, where the first Party cell was established. In 2001, this site was recognized as a historical revolutionary relic.
With its sacred and proud significance, the project has been invested in and renovated to become a solemn and large-scale memorial site for the An Nam Communist Party branch, reflecting the distinctive architecture of the heroic Cao Lanh region.

“All levels and sectors, especially Cao Lanh ward, should continue to pay attention to managing, preserving, and promoting the value of the relic; regularly organize practical revolutionary tradition education activities so that this Memorial Area truly becomes a place to nurture ideals and aspirations for dedication in the younger generation, and at the same time contribute to enriching the treasure trove of revolutionary heritage of the whole country,” suggested Chairman of the People's Committee of Dong Thap province Tran Tri Quang.
The An Nam Communist Party Memorial Area project was funded by targeted provincial budget support and the former Cao Lanh city budget.
The project, implemented on a plot of land exceeding 5 hectares with a total investment of 145 billion VND, comprises three main components: the An Nam Communist Party Branch Memorial House, which preserves valuable artifacts and images about the formation of the Branch; and a solemn space commemorating Comrade Pham Huu Lau - a prominent pioneering leader of the Party and the Vietnamese revolution, and Comrade Tran Thi Nhuong - the first female Provincial Party Secretary of Sa Dec province (now Dong Thap province).
The project also includes the Cao Lanh Regional Traditional House – recreating the history, culture, and qualities of the people of Cao Lanh through different periods; a Peace Symbol; along with a system of courtyards, green spaces, lighting, and other supporting facilities. The project is equipped with exhibition spaces that combine traditional and modern elements.
