Breakthrough in the quality of law graduates with Program 1056

(NLĐO) - The Ministry of Education and Training calls on training institutions to continue to uphold their responsibilities and innovate in order to move towards a high-quality legal training system by 2030.

On the morning of December 12th, the Ministry of Education and Training held a conference to review the implementation of the "Strengthening Control and Improving the Quality of Bachelor of Law Training Program giai đoạn 2023–2030" (Program 1056) at the Ho Chi Minh City University of Law.

Strengthening the quality of legal training under Program 1056

In his opening remarks, Deputy Minister of Education and Training Nguyen Van Phuc emphasized the significance of Program 1056. The program, approved by the Prime Minister, aims to establish a strict control mechanism and improve the quality of law degree training in the context of increasingly deep judicial reform and international integration.

Deputy Minister Nguyen Van Phuc pointed out several shortcomings, such as the disparity in the quality of teaching staff between training institutions, as well as the fact that the progress of program accreditation has not kept pace with requirements.

According to the Deputy Minister of Education and Training, the legal system and the legal labor market are changing rapidly, demanding a workforce with superior professional competence, skills, and qualities. Therefore, Program 1056 is considered a breakthrough aimed at standardizing everything from the institutional system and training program standards to the teaching staff, quality assurance conditions, and accreditation mechanisms.

Mr. Phuc emphasized the important milestones in the implementation process, including the completion of the draft revised Law on Higher Education, which was passed by the National Assembly on December 10, 2025, clearly stipulating quality control requirements for the legal sector.

The education sector's next phase will focus on further improving the legal system, strengthening training program standards, enhancing inspection and supervision, promoting international cooperation models, and supporting digital transformation in legal education.

The university provides feedback to improve quality.

Associate Professor Tran Viet Dung, Vice Rector of Ho Chi Minh City University of Law, believes that legal education currently plays a particularly important role in the development of the country.

"As the judicial reform process is accelerating, the need for a team of lawyers, judges, prosecutors, inspectors, legal specialists, and legal consultants with solid professional qualifications, proficient professional skills, and exemplary professional ethics has become more urgent than ever," Associate Professor Dr. Tran Viet Dung stated.

Associate Professor Tran Viet Dung, Vice Rector of Ho Chi Minh City University of Law, pointed out the gap between theory and practice in the legal profession, and the shortcomings of the current legal mechanism for lecturers.

Associate Professor Tran Viet Dung proposed several strategic solutions such as standardizing the lecturer competency framework according to the "academic-professional" model, reforming the mechanism to allow lecturers to practice law under transparent control, perfecting the evaluation and ranking system based on comprehensive competence, and modernizing the training environment in conjunction with digital technology and legal practice.

The presentation by Ho Chi Minh City Open University highlighted its distance learning model with strict control over technology, learning materials, and lecturer competence, ensuring quality equivalent to regular full-time training.

Ton Duc Thang University emphasizes the importance of law education being closely linked to the labor market through high output standards, FIBAA international accreditation, a system of cooperation between businesses and judicial agencies, and a clinical training model that helps students access real-world work.

Students from Ho Chi Minh City University of Law participated in the job fair to gain more practical experience from businesses.

Despite approaching the issue from different perspectives and strengths, each suggestion and discussion highlighted the common need to urgently standardize the curriculum, enhance faculty capacity, expand practical training and internships, and strengthen the connection between the school and agencies employing legal professionals.
