Which educational institutions offer vocational secondary education?

(NLĐO) - According to the roadmap, from 2026 to 2030, the Ministry of Education and Training will organize the implementation and official enrollment of the first vocational high school course.

At the conference "Assessing the implementation of vocational training programs and solutions to improve the quality of vocational training programs" organized by the Department of Vocational Education and Continuing Education (Ministry of Education and Training) on ​​December 12th, representatives from vocational education institutions in Ho Chi Minh City paid particular attention to the vocational secondary education level. This is a new level of education in the national education system, approved by the National Assembly on December 10th.

Roadmap for developing vocational high school curricula

Mr. Pham Vu Quoc Binh, Deputy Director of the Department of Vocational Education and Continuing Education, stated that the establishment of vocational secondary education and its recognition as equivalent to high school education is a breakthrough in vocational education. The main objective is to thoroughly address the issue of career guidance and orientation after lower secondary education, while simultaneously creating a highly skilled workforce that can quickly enter the labor market.

Speaking at the conference, Mr. Pham Vu Quoc Binh stated that developing standardized training programs should be prioritized, followed by developing standards for vocational education and training institutions.

The roadmap for developing the vocational high school program includes: Phase 1 (2025-2026), focusing on building the legal framework; Phase 2 (2026-2030), organizing implementation and officially enrolling the first cohort nationwide (applicable to eligible institutions); and 2030, conducting an overall evaluation.

Vocational high schools include:

- Vocational high schools implement basic-level training programs, secondary education programs, and other vocational training programs;

- Vocational secondary schools and colleges are allowed to implement vocational high school programs;

- Higher education institutions are permitted to implement vocational secondary education programs in specialized fields within the arts and sports sectors (this only applies to universities that offer undergraduate programs in those specialized fields).

The naming of vocational high schools is expected to follow the principle of starting with the element "High School" followed by an element indicating the field or profession offered. For example: Dance High School, Technical High School, etc.

In addition, the government will have policies to support the training and professional development of lecturers and teachers working at vocational education institutions to teach vocational secondary education programs. At the same time, there will be policies to waive or subsidize tuition fees for students in this education program.

Organize appropriate graduation exams.

Mr. Dao Trong Do, Head of the Vocational Education and Training Department, Department of Vocational Education and Continuing Education, said that the vocational high school model is expected to have a training duration of 3 years. This model replaces the intermediate-level model with the entry requirement being students who have graduated from junior high school, as stipulated in the 2014 Vocational Education and Training Law, in order to overcome the shortcomings and limitations of the current education system. Thus, with the addition of the vocational high school program, the intermediate-level program in vocational education and training will only enroll students who have graduated from high school.

The government will have policies to support the training and professional development of lecturers and teachers currently working at vocational education institutions to participate in teaching vocational secondary education programs.

Although both vocational high schools and regular high schools are post-junior high school levels, they differ in their objectives and training content. Therefore, evaluating graduation with a single exam cannot accurately measure the practical skills, process thinking, and ability to work with real machinery and equipment of vocational high school students.

In the near future, the Minister of Education and Training will issue regulations on training, examination, testing, and graduation recognition for vocational high schools. It is expected that competency-based exams may be organized to assess both foundational general education and vocational skills based on various subject combinations, enabling immediate entry into the labor market or further studies at university in relevant fields.
