According to the VNA Special Envoy, at exactly 2:50 PM (Beijing time, or 1:50 PM Hanoi time) on April 7th, National Assembly Chairman Vuong Dinh Hue led a high-level delegation from the Socialist Republic of Vietnam to Beijing, beginning an official visit to the People's Republic of China from April 7-12, 2024, at the invitation of Chairman of the Standing Committee of the National People's Congress of China, Zhao Leji.

Welcoming the Chairman of the National People's Congress and the delegation at Beijing Capital International Airport were Wang Dongming, Vice Chairman of the Standing Committee of the National People's Congress of China; Hu Xiaolei, Vice Secretary-General of the National People's Congress of China; Wang Wen, Director of the Foreign Affairs Bureau of the National People's Congress of China; and several other high-ranking officials of the National People's Congress of China.

Vietnamese Ambassador to China Pham Sao Mai, embassy staff, and representatives of the Vietnamese community in China warmly welcomed the delegation.

This is the first high-level visit after the two countries upgraded their relationship, the first visit to China by Comrade Vuong Dinh Hue in his capacity as Chairman of the National Assembly, and also the first visit to China by a Chairman of the Vietnamese National Assembly in 5 years.

The visit is of paramount importance in maintaining the momentum of high-level contacts, implementing and concretizing the common understanding between the top leaders of the two Parties and two countries; it not only contributes to strengthening cooperation between the two legislative bodies but also represents a high-level strategic exchange between the two Parties and two States of Vietnam and China.

Vietnam-China relations have maintained positive momentum and achieved many important results. High-level exchanges and contacts have been vibrant.

Following General Secretary Nguyen Phu Trong's official visit to China in 2022 (October 30-November 1, 2022) and throughout 2023, numerous Vietnamese leadership delegations have visited China.

In response, from December 12-13, 2023, General Secretary and President of China Xi Jinping and his wife paid a state visit to Vietnam. The two sides issued a "Joint Statement on further deepening and elevating the comprehensive strategic cooperative partnership and building a strategically significant Vietnam-China community with a shared future."

Since the beginning of 2024, high-level and other exchanges and contacts have continued to take place actively and in flexible forms. The exchange and cooperation between the Vietnamese National Assembly and the National People's Congress of China has been maintained regularly and has achieved many practical results.

Following the 13th National Congress of the Party, National Assembly Chairman Vuong Dinh Hue held two online talks with Chairman of the 13th National People's Congress of China, Li Zhanshu (June 17, 2021), and Chairman of the 14th National People's Congress of China, Zhao Leji (March 27, 2023).

Notably, the online meeting with National Assembly Chairman Vuong Dinh Hue was the first diplomatic activity of Comrade Zhao Leji immediately after being elected Chairman of the National People's Congress, demonstrating China's重视 in strengthening exchanges and cooperation between the legislative bodies of the two countries.

The cooperation agreement between the Vietnamese National Assembly and the Chinese National People's Congress, signed in 2015 during the official visit of National Assembly Chairman Nguyen Sinh Hung, has generally been implemented smoothly.

During this visit by National Assembly Chairman Vuong Dinh Hue, it is expected that the two sides will sign a new cooperation agreement with many rich new contents, demonstrating a closer and more substantive level of cooperation between the two legislative bodies.

Cooperation in various fields, especially economic and trade, is developing increasingly substantively. The import and export turnover between the two countries reached US$171.9 billion in 2023. Vietnam continues to be China's largest trading partner in ASEAN and its fourth largest trading partner by country (after the United States, Japan, and South Korea).

Chinese investment in Vietnam increased by over 77% in 2023, reaching $4.47 billion with 707 projects, making it the fourth largest investor in Vietnam.

Tourism cooperation is gradually recovering, with Vietnam welcoming 1.75 million Chinese tourists, ranking second among all tourist markets to Vietnam.

The visit is expected to include talks, meetings, and contacts between National Assembly Chairman Vuong Dinh Hue and key leaders of the Chinese Party, State, and localities immediately after the second session of the 2024 National People's Congress and the Chinese People's Political Consultative Conference. Within the framework of the visit, a number of cultural, economic, and people-to-people exchange activities will also take place.

This will be an important opportunity for both sides to engage in in-depth strategic discussions on major issues in bilateral relations, as well as international and regional issues of mutual concern.

This will further strengthen political trust, realize the common understanding between the top leaders of the two Parties and two countries, and promote cooperation in various fields, especially economy, trade, investment, tourism, and local cooperation.
