EVN accumulated loss of 44,792 billion VND, Ministry of Industry and Trade proposed to calculate the loss into retail electricity price

The Ministry of Industry and Trade has just submitted a draft document to the Government on the draft decree amending and supplementing a number of articles of Decree 72 of the Government on the mechanism and time for adjusting average retail electricity prices.

The Electricity Law stipulates that retail electricity prices must reflect and be adjusted promptly according to actual fluctuations in input parameters, compensating for reasonable and legitimate costs with reasonable profits to ensure the safety and development of business capital, in accordance with the socio -economic conditions of each period and the level of competitive electricity market.

Ensure the principle of calculating reasonable and legitimate costs is upheld.

Currently, the mechanism for adjusting the average retail electricity price is implemented according to the regulations in Decree 72. Therefore, in recent times, Vietnam Electricity Group (EVN) has been implementing the construction and calculation of the average retail electricity price according to the regulations on adjusting the average retail electricity price annually.

The Ministry of Industry and Trade believes that the implementation of these regulations has many positive aspects, ensuring transparency, convenience, and resolving many existing problems, helping to adjust electricity prices in a timely and flexible manner.

However, in practice, there are still some aspects that need to be considered and adjusted to ensure that all reasonable and legitimate costs are included and adjusted into the retail price of electricity.

Based on that, the Ministry recommends that Decree 72 be amended and supplemented to allow for the recovery of costs directly related to electricity production and supply that were not fully accounted for or compensated in the previous average retail electricity price.

In order to ensure that retail electricity prices are addressed promptly, electricity companies need to recover sufficient costs, contributing to the preservation and development of their businesses.

According to the draft, the Ministry of Industry and Trade stated that, based on EVN's report, due to the impact of the geopolitical situation in the world, electricity purchase costs increased significantly during the 2022-2023 period, leading to many difficulties for EVN in its production and business activities, with accumulated losses over these two years reaching approximately 50,029 billion VND.

By 2024, the accumulated losses of the parent company EVN were still approximately 44,792 billion VND.

The proposal includes adding the loss to the price.

The Ministry of Industry and Trade argues that this situation has led to a decrease in state investment in EVN, failing to preserve state investment in the enterprise. Therefore, if this loss is not factored into electricity prices, it will not adequately compensate for the reduced state investment in previous years.

Therefore, the Ministry stated that EVN has proposed to the Minister of Industry and Trade to report to the Government to allow the calculation of accumulated losses, which are direct costs for electricity production and supply that have not been included in the average retail electricity price, to be included in the retail electricity price.

Based on this, the proposal suggests amending the regulations of Decree 72 to allow certain expenses, which are permitted but not fully included in the average annual retail electricity price, to be included. This ensures timely reflection and adjustment according to actual input fluctuations and compensates for reasonable and legitimate costs with reasonable profits.
