Following the merger of Ha Long City and Hoanh Bo District to form the new Ha Long City, according to Resolution No. 837/NQ-UBTVQH14 dated December 17, 2019, of the Standing Committee of the National Assembly, the capital city of Quang Ninh province became the largest city directly under the provincial administration in the country, with over 1,119 km2 of land and over 400 km2 of water surface in Ha Long Bay.
According to the People's Committee of Ha Long City, since the merger, many key transportation projects have been invested in, completed, and put into use, aiming to shorten the distance connecting the northern communes of Ha Long City with the city center and expand the development space not only for Ha Long City itself.
To date, 15 key transportation infrastructure projects, with a total investment of approximately 18,345 billion VND, have been put into operation or are under construction. Of these, 7 projects are funded by the Quang Ninh provincial budget, with a total investment of nearly 15,000 billion VND, and 8 projects are funded by the Ha Long city budget with a total investment of 3,383 billion VND.
Among the projects funded by the Quang Ninh provincial budget, three have been completed and put into use with a total investment of over 7,400 billion VND, including: the Love Bridge (2,110 billion VND); the coastal road connecting Ha Long City with Cam Pha City with a total investment of 2,284 billion VND; the road connecting Cai Lan Industrial Park through Viet Hung Industrial Park to the Ha Long - Van Don expressway with a total investment of over 1,275 billion VND; and the Binh Minh Bridge (Cua Luc 3 Bridge), 1,742 billion VND.
The projects, approved by the Quang Ninh Provincial People's Council and scheduled to commence in early 2024, include: Upgrading and renovating National Highway 279 from Km0+00 to Km8+600 with a total investment of VND 1,861 billion; Upgrading and renovating Provincial Road 342 within Ha Long City with a total investment of VND 3,965 billion; and connecting National Highway 279 in Quang Ninh province to Provincial Road 291 in Bac Giang province with a total investment of VND 1,455 billion.
Currently, Ha Long City is researching and investing in projects including: an interchange connecting the Ha Long - Van Don expressway with provincial road 342 in Trai Me hamlet, Son Duong commune, Ha Long City, with an estimated total investment of 158 billion VND; and a road connecting the Love Bridge interchange to the access road to Binh Minh 3 Bridge, Ha Long City, with an estimated total investment of 5,300 billion VND.
Thus, since the merger of Ha Long and Hoanh Bo in 2020, the total investment capital that has been and continues to be disbursed for infrastructure development, contributing to expanding the development space of Ha Long City, has reached over 23,800 billion VND.
These key transportation projects are all located around Cua Luc Bay or connect with other localities in Quang Ninh province and neighboring provinces, all leading towards Cua Luc Bay.
According to the expanded Ha Long City master plan, approved by the Prime Minister , Cua Luc Bay is designated as the central hub for multi-polar urban development.
