Advantages of “Miniature Vietnam”
The conference took place in the context of Gia Lai province having just been merged, forming a new administrative unit with an area of over 21,500 km2 (the second largest in the country), a population of over 3.5 million people (including 35 ethnic groups), creating a diverse cultural space rich in identity.
The province has more than 600,000 hectares of forest and millions of hectares of fertile agricultural land, which are important resources for green and sustainable economic development.
Located in a strategic position at the center of the East-West and North-South axes, Gia Lai is a bridge between the Central Coast, the Central Highlands and Laos, Cambodia and the Mekong Sub-region.
With a diverse ecosystem, 130 km of coastline, 80 km of border, and potential for high-tech agriculture, renewable energy, industry, services and logistics, Gia Lai is considered a "miniature Vietnam", a foundation for comprehensive development, towards a modern, dynamic and sustainable province.
Currently, Gia Lai has prepared the necessary conditions to welcome investors to the province. In particular, focusing on strong investment in both physical and digital infrastructure.
The province currently owns a relatively synchronous, multi-modal transportation network, closely connected with major economic centers by road, rail, air, seaport and international border gates.
After the merger, Gia Lai province now owns 2 economic zones, 24 industrial parks with a total area of 9,450 hectares and 99 industrial clusters with a total area of 5,400 hectares. This is a favorable condition for investors to implement large-scale projects, linking production-processing-consumption, expanding domestic and international markets.
Gia Lai is also a locality with outstanding potential for renewable energy in the Central Highlands. With diverse natural conditions from the Truong Son range, plateaus to coastal areas, the province has the advantage of synchronously developing wind power, solar power, hydropower, LNG and biomass.
Gia Lai is promoting the application of artificial intelligence (AI), 4.0 technology and semiconductor industry, considering this an important driving force for the development of digital economy, digital society and digital government.
With the great advantage of the two largest capacity international submarine optical cable lines in Vietnam (SJC2 and ADC of Viettel Group and VNPT) coming ashore, Gia Lai is gradually becoming an important traffic junction in cyberspace, capable of providing high-speed Internet services, serving advanced applications such as: Internet of Things (IoT), automation, artificial intelligence (AI), virtual reality (AR/VR); at the same time, ensuring safety and quality of international connections.
Currently, many large technology, research and training centers have been established, typically: TMA Solutions Innovation Park; FPT Software and FPT Gia Lai University Branch at Quang Trung Software Park - Gia Lai; Research and training complex at Quy Hoa Science Urban Area; AI Center at Long Van Urban Area...
These projects are creating the nucleus for an innovation ecosystem, gradually forming a high-tech, AI and semiconductor industrial center, making Gia Lai a new growth pole in science and technology in the Central Highlands and the whole country.
“5 together” with investors
Speaking at the opening of the Conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: Gia Lai identifies enterprises and investors as the driving force for development, with the motto "the success of enterprises is the success of the province".
The province has issued many preferential policies on land, tax, and credit for key sectors; applied the "one-stop, one-stop" mechanism, shortening the licensing time by half compared to central regulations.
Gia Lai builds a professional-transparent-effective administration, shifting from "management and control" to "creation, companionship, and service"; at the same time, promoting digital transformation, developing infrastructure and high-quality human resources.
A special task force was established to promptly resolve difficulties for businesses. With a spirit of openness and responsibility, the province is committed to creating a safe, attractive and effective investment environment; becoming a reliable and long-term destination for the business community.

“On the local side, we will create the most favorable conditions, always accompany businesses with the motto of 5 together: Listening together, discussing together, implementing together, sharing results together, and overcoming difficulties together. Gia Lai is determined to continuously improve the investment environment, aiming to become an ideal destination for domestic and foreign investors, not only with attractive incentive mechanisms, but also with a synchronous infrastructure system, quality human resources and the strong and responsible support of the provincial government,” the Chairman of the Provincial People's Committee affirmed.
Comrade Pham Anh Tuan also added that the province has assigned KPIs on socio-economic development to localities. To achieve the set goals, the province requires local authorities at all levels to focus on building a team of cadres and civil servants who are “the right people for the right job”; with political courage, innovative thinking, public ethics, professional style, and the ability to adapt to digital transformation.
Along with that, strictly implement administrative discipline, work with the motto "do all the work, not all the hours". Innovate management methods from "control" to "service and creativity", consider people and businesses as the center, as "customers" of state administrative agencies.
Thoroughly implement the working spirit of "speed, no backtracking, only work; no excuses, only results; think big, do big". All agencies, units, and localities must strictly apply the principle of "6 clear" (clear people, clear work, clear deadline, clear responsibility, clear results, clear authority).
Expect new developments
At the Conference, delegates listened to a number of presentations from economic experts analyzing the advantages, development potential, investment and trade opportunities of Gia Lai province.
Accordingly, Dr. Tran Du Lich - Member of the National Monetary Policy Advisory Council presented an overview of the potential and development opportunities of Gia Lai province in the new growth period.
With strategic vision and in-depth analysis, Dr. Tran Du Lich highly appreciated the development opportunities of Gia Lai, and affirmed: “Gia Lai is an emerging market with a lot of room and opportunities for domestic and foreign investors. With the guidance of planning, the openness of leaders and the entire political system, as well as with young and abundant human resources, the priority of infrastructure investment, quickly grasping the development trends of the times along with the public service of local authorities, Gia Lai is a truly attractive destination for investors”.

Regarding the issue of tourism development in Gia Lai province - a field with great potential and opening up many cooperation opportunities, Associate Professor, Dr. Pham Trung Luong - former Deputy Director of the Institute of Tourism Research, Member of the National Planning Advisory Group - said: Gia Lai has diverse and rich natural and cultural tourism resources, both in terms of sea tourism and highland tourism; is an opportunity to diversify tourism products on the basis of 42 national-level relics (including 4 special national relics), 1 national park, 3 nature reserves, 3 scenic areas.
Especially when Gia Lai possesses unique and special values such as: The Central Highlands Gong Cultural Space has been recognized by UNESCO as an Oral Masterpiece and Intangible Cultural Heritage of Humanity; Binh Dinh Traditional Martial Arts and Roc Tung-Go Da Relics have been recognized as National Intangible Cultural Heritage, Special National Relics (currently these values are being submitted to UNESCO for recognition as World Cultural Heritage); the system of volcanic relics, typically Chu Dang Ya, Bien Ho, Ham Rong Mountain...; Kon Ka Kinh National Park - the roof of Gia Lai has been recognized as an ASEAN Heritage Park.
In the development journey of Gia Lai province, the business community always plays a pioneering role, accompanying and contributing significantly to exploiting potentials, creating great socio-economic values.
Committed to accompanying Gia Lai in the journey of creation for development, at the Conference, Mr. Vu Anh Tu - Technology Director of FPT Corporation - said: FPT will accompany the provincial government in building digital government, open data platform, developing technology startup ecosystem and attracting international businesses.
FPT is also actively participating in innovation in Gia Lai, integrating education-research-technology, focusing on AI, semiconductors, data, marine economy and green technology. It is known that in Gia Lai, HAGL is preparing to implement the Phu Dong Complex project with a scale of: 25-storey apartment complex and 3.5-storey commercial townhouses, built on an area of nearly 7,000 m2 of clean land in Pleiku ward (next to Muong Thanh Grand Hotel). The total expected investment is 400 billion VND.

Attracting nearly 120 trillion VND with 69 projects
At this Investment Promotion Conference, Gia Lai province awarded investment cooperation memorandums of understanding to 42 projects with a total registered capital of VND93,430 billion (equivalent to nearly USD3.6 billion).
At the same time, the Conference also witnessed the granting of investment policy decisions and investment registration certificates to 27 projects with a total registered capital of VND 26,262 billion (equivalent to USD 1,010.6 million).

Specifically, of the 42 projects awarded memorandums of cooperation, 23 projects are in the industrial sector (renewable energy, industrial cluster infrastructure); 13 projects are in the agriculture-forestry-fishery sector; 3 projects are in the tourism-service sector; 2 projects are in the real estate and urban economy sector; 1 project is in the port services and logistics sector.
Some large-scale projects include: Renewable energy of Trung Nam Construction Investment Joint Stock Company (VND 9,960 billion); Renewable energy of Nhon Hoa 2 Energy Joint Stock Company (VND 9,500 billion); Forestry planting combined with cattle breeding of Truong Hai Agriculture Joint Stock Company (VND 11,000 billion); Agricultural products processing factory, building a database for the provincial agricultural sector of Thanh Thanh Cong-Bien Hoa Joint Stock Company (VND 6,000 billion); dairy farm of Nutifood Nutrition Food Joint Stock Company (VND 6,000 billion)...
Of the 27 projects granted investment policies and investment registration certificates, 13 are in the industrial sector; 1 is in the energy sector; 7 are in the infrastructure construction sector; 4 are in the trade-service-tourism sector and 2 are in the agriculture, forestry and fishery sector.
Some notable large-scale projects include: Phu My Port Construction Investment Project Phase 1 of Phu My Investment Group Joint Stock Company (6,087 billion VND); Van Canh Wind Power Plant of Nexif Ratch Energy SE Asia Company Limited (over 5,700 billion VND); Mixed-use Apartment Construction Project at land plot No. 72B of Arita Joint Stock Company (3,509 billion VND); Long Van International Hospital of the Joint Venture of Barin Joint Stock Company and Phuong Dong Medical Complex Company Limited (1,337 billion VND)...

In his closing speech at the Conference, Comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, stated: The Conference is not only a forum connecting the Gia Lai provincial government with investors and international organizations, but also affirms the image of a new Gia Lai after the merger with a larger scale, longer-term vision, converging all the factors of "heavenly time, favorable terrain, and harmony of people" for development and is ready for development.
The Provincial Party Secretary said: On the part of the provincial leadership, the province is committed to creating the best conditions for investors; accompanying, being responsible, and determined to go with investors to the end. From the Provincial Party Secretary to the Provincial People's Committee Chairman and the Provincial Party Standing Committee will also get involved to remove and resolve difficulties and bottlenecks for each project.
The province will also continue to invest in infrastructure, first of all the Quy Nhon-Pleiku expressway, building Phu Cat airport into an international airport, quickly building Phu My port, upgrading Quy Nhon port, and connecting roads to industrial parks, industrial clusters, seaports, etc.
The Provincial Party Secretary hopes that enterprises that have researched, committed, and been granted investment certificates must tell the truth, act honestly, and act in accordance with the law; at the same time, he affirmed that Gia Lai does not accept any enterprise taking advantage of policy mechanisms to request land funds and then transfer them.
"I hope that in the projects that have been granted investment certificates and signed memorandums of understanding today, at least 100,000 billion VND will stay with Gia Lai" - the Provincial Party Secretary expected.

The Provincial Party Secretary and the Provincial People's Committee Chairman will regularly and periodically organize dialogues with businesses to listen to and remove difficulties and obstacles, promote projects to be implemented as soon as possible, fastest, and most effectively.
