Responding to the question, Mr. Trinh Xuan An, a full-time member of the National Assembly's Defense and Security Committee, said this was the first time the National Assembly had recorded this issue in an official resolution.

Mr. An cited a resolution recently passed by the National Assembly, assessing that the situation of pushing, avoiding, and lacking responsibility by a number of officials and civil servants in performing public duties leads to stagnation in resolving work, causing frustration in society.

"This is a very direct and straightforward assessment," Mr. An acknowledged, and said that the National Assembly's request to soon issue a document specifying a mechanism to encourage and protect officials who dare to think, dare to do, and dare to take responsibility for the common good is necessary to resolve the above situation.

Mr. An also said that his personal opinion is that it is necessary to apply the management method of enterprises in state agencies, according to the principle that those who do well will be rewarded, those who do not do well will be punished.

In further discussion, Secretary General of the National Assembly Bui Van Cuong said that in the general resolution of the session, the National Assembly not only requested the issuance of regulations to protect and encourage dynamic, creative, daring-to-think and-to-do cadres, but also many solutions. Mr. Cuong said that the National Assembly also requires promoting appropriate decentralization and delegation of power along with strengthening inspection, supervision and monitoring; enhancing the responsibility of leaders, promptly and effectively overcoming the situation of shirking, evasion and lack of responsibility among a number of cadres and civil servants, and strictly handling violations...

"Such a solution is very strong, relatively complete, and limits the situation of avoidance, shirking, and fear of responsibility of a part of civil servants and public employees," said Mr. Cuong.
