Solutions to accelerate the implementation of Dak Nong Provincial Planning

The planning of Dak Nong province for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister under Decision 1757/QD-TTg, dated December 31, 2023.

Dak Nong provincial leaders received the Prime Minister 's decision approving the Dak Nong Provincial Planning for the 2021-2030 period, with a vision to 2050, in March 2024.

Up to now, Dak Nong is urgently completing the Plan to implement the Dak Nong Provincial Planning to submit to the Prime Minister for approval.

It is expected that in October 2024, the Plan to implement the Dak Nong Provincial Planning for the period 2021 - 2030, with a vision to 2050, will be approved. The draft Plan to implement the Provincial Planning will focus on 5 main contents.

Complete the synchronous planning system; complete the development mechanism and policies and promote regional linkages. Programs and projects to implement the planning; develop and submit to competent authorities for approval the Land Use Plan; identify resources to implement the Provincial Planning.

On the side of departments, branches, districts and cities, they are resolutely implementing district-level planning, sectoral and field planning... In which, each unit prioritizes organizing the review and establishment of district-level land use planning, urban and rural planning according to the Provincial Planning.

Discussing the planning progress, Director of the Department of Construction Phan Nhat Thanh emphasized that the implementation of planning is a regulation of local authorities. The provincial planning has been approved, localities must get involved and implement it soon. Gia Nghia City implements urban planning. For district planning, the district People's Committee must take the lead in selecting consultants for implementation.

For zoning plans and detailed plans at the commune level, the People's Committee of the commune takes the initiative in choosing. From here, it creates unity and synchronization in planning implementation. "Local authorities are aware that planning is extremely important in the current situation. To do anything, it must be based on planning. With such awareness, local authorities must arrange for people to advise and assist with the right expertise and profession to improve efficiency," Mr. Thanh emphasized.

According to Mr. Thanh, the main responsibility for planning and reviewing planning at each level belongs to local authorities. The Department of Construction is only the agency that participates in providing written comments, inspecting, supervising, and reminding. Therefore, each locality must increase its responsibility on this issue and avoid the situation of passing the buck.

For example, in Gia Nghia, the Gia Nghia urban master plan to 2030, with a vision to 2050, is invested and implemented by the Department of Construction.

According to the plan, Dak Nong's average economic growth rate in the 2021-2030 period will reach 9.05%.

After many meetings, Gia Nghia City has proactively coordinated to collect opinions from representatives of the residential community in Gia Nghia City. The task of adjusting the general urban planning of Gia Nghia City until 2045 has been approved by the Provincial People's Committee.

With the initiative of the Department of Construction, Gia Nghia City has organized to collect opinions from organizations, individuals, and communities on the content and plan to adjust the local urban planning. These will be the first steps in the process of implementing the Gia Nghia Urban Planning.

The planning of Dak Nong province for the period 2021-2030, with a vision to 2050, requires resources to be successful. According to the plan, the average economic growth rate of Dak Nong in the period 2021-2030 will reach about 9.05%/year.

To achieve this target, Dak Nong province needs to mobilize a total social investment capital of about 345,500 billion VND. Of which, the 2021-2025 period needs 98,220 billion VND; the 2026-2030 period needs 247,280 billion VND. Thus, on average, each year Dak Nong needs to mobilize resources of over 30,000 billion VND.

According to Deputy Director of the Department of Planning and Investment Nguyen Duong, he is completely confident in the ability to meet capital needs. This is because during the 2011-2020 period, the total social investment capital in Dak Nong reached 64,000 billion VND, with a growth rate of 6.1%. The Resolution of the Provincial Party Congress for the 2021-2025 period determined to strive for an average increase of 15% each year.

Regarding the ability to meet resources from the state sector, based on the current state of public investment resources in the past time, the budget revenue target for the next 10 years can be guaranteed to reach about 50,000 billion VND in the 2021-2030 period. Because large projects such as highways, wind power, bauxite mining projects... will be deployed and put into operation by Dak Nong in the 2025-2030 period.

Effective public investment will bring huge resources in implementing Dak Nong Provincial Planning.

Not to mention, according to calculations, the ability to meet resources from the foreign sector on average reaches about 80% for the period 2021-2030. "With such specific calculations, Dak Nong basically mobilizes enough capital to meet the target," Mr. Duong affirmed.

To mobilize capital from many channels, every year, Dak Nong continues to seek support from the Government, central ministries, branches, and sponsors to attract capital sources and invest in key projects and infrastructure.
The locality has well implemented all stages from developing detailed plans to developing effective, feasible, and practical plans. The province has proposed that central ministries and branches ensure that key projects of the province are fully reflected in national investment plans and projects, in order to ensure capital for development investment.

Attracting investors to Dak Nong to implement projects is a solution to mobilize resources.

Discussing capital resources, Associate Professor, Dr. Tran Dinh Thien, former Director of the Vietnam Economic Institute, said: "When the central and local budgets still face difficulties, Dak Nong must propose to superiors a list of priority projects with a suitable public investment roadmap."

According to Mr. Thien, to ensure capital for public investment development, the province needs to increase the internal savings rate of the district economy, as well as maintain a high growth rate for development investment. Land policies need to be adjusted so that this policy can perform the function of regulating the market. For example, regulating the added value from land or quickly applying digital transformation to the construction of land use planning. "The province promotes the integration and use of economic and financial tools for land to effectively exploit this resource," Mr. Thien emphasized.

Regarding foreign capital mobilization, Dak Nong promotes mobilization in many forms. All works and projects will be implemented towards quality, efficiency and sustainable development.

Regarding ODA capital, the province will prioritize programs and projects in areas such as: healthcare, education and training, transportation, clean water supply works, wastewater collection...

According to Director of the Department of Construction Phan Nhat Thanh, the unit is currently actively supporting localities in implementing the planning. The Department of Construction will establish teams to go down to districts and cities to inspect and support the planning of all levels right after the Provincial People's Committee issues the Plan for implementing the planning.

“Through the inspection, we will grasp the progress, quality, difficulties, obstacles, responsibilities of investors, and capacity of consulting units to give overall comments. It is expected that by the end of October 2024, the Department of Construction will have a specific report to the Provincial People's Committee,” Mr. Thanh affirmed.

According to Mr. Thanh, in order to achieve results in the planning process, units and localities need to increase their own responsibilities. Coordination between agencies needs to be closely implemented. “For a long time, many localities have relied on the fact that there is no Provincial Planning. Many localities have not even paid real attention to this work. That leads to a situation of shifting responsibility to each other, then leaving it open,” Mr. Thanh stated.

Regarding the implementation of the planning, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that if we do not start working, it will not be effective. The Department of Planning and Investment and the Department of Construction are the advisory and standing agencies, first of all, they must promote initiative. Localities participate responsibly.

At which stage are difficulties, the units sit down and discuss frankly with each other. “Now, we focus on prioritizing the general planning, ensuring correct adjustments and following the stages. Chairmen of districts, cities, departments and branches pay attention to the substance of their own planning. In particular, we must pay close attention to land use planning, from here, it will be the basis for unification into the general planning”, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized.

At the online conference to assess the socio-economic situation and ensure national defense and security in July 2024, held on July 30, 2024, Deputy Secretary of the Provincial Party Committee and Chairman of the Dak Nong Provincial People's Committee Ho Van Muoi assessed that the implementation of the planning is still stuck with no way out.

There is still no consensus between departments, branches and districts. The Department of Construction has actively gone to the localities but has not yet reached a final result. Who is responsible for this, it is the people, we cannot blame bauxite or any other reason. "From now on, departments, branches and localities must report to the Provincial People's Committee very clearly on the plans and strategies for implementing their units' planning. On the basis of the general planning, if there are any difficulties, report immediately to the Provincial People's Committee.
