Solutions to improve the quality of education in Huong Hoa district

Huong Hoa district has 60 school units; including 26 kindergartens, 34 general schools, with 208 school sites, 1,015 classes/27,208 students. The proportion of ethnic minority students accounts for over 50%. With the characteristics of a large area, many school sites, many isolated areas with difficult roads, Huong Hoa education has had many innovations and creativity in management, teaching and learning direction, mobilizing investment resources for the education cause, achieving very proud results.

Deputy Head of the Department of Education and Training of Huong Hoa district, Hoang Van So, said that the outstanding results of district education in recent times are maintaining and effectively developing the district's boarding school model, establishing and appropriately developing 7 semi-boarding schools for ethnic minorities, including 2 junior high schools for ethnic minorities and 5 primary and junior high schools for ethnic minorities, meeting the learning needs of students in ethnic minority and mountainous areas. The quality of mass education and key education has been improved; the rate of students participating in the provincial excellent student competition year after year is higher than the previous year, with an average annual increase of about 8-10%.

In the 2023 - 2024 school year, the rate of Huong Hoa district students participating in the provincial excellent student competition increased by 10.2%, ranking 4th in the province; in the 2024 - 2025 school year, the rate of students winning provincial excellent student awards at the secondary school level accounted for 54.41% of the total number of students participating in the competition.

The district education sector has strived to reduce the rate of poor students and students who do not complete the program to below 0.15%. The work of universalizing education (PCGD) and eliminating illiteracy (XMC) has been focused.

The results of preschool education for 5-year-old children met the standards; primary education reached level 3; secondary education reached level 2; secondary education reached level 2; high school education reached 2/21 communes. In particular, the socialization of education was promoted, contributing to strengthening the material facilities and improving meals for boarding students and preschool children.

On average, every year, schools in the district mobilize social resources from sponsors and generous individuals to contribute more than 10 billion VND to support educational activities.

Recently, in the district, 66 households voluntarily donated land to build schools with a total area of ​​over 46,600 m2 . Communication work on education and training in various fields has had many innovations, creating a widespread influence and social interest. The cultural and educational environment has been improved, contributing to building civilized schools, friendly, safe and happy students.

In addition to the outstanding results achieved, education in Huong Hoa district still has a number of students with limited learning awareness, the number of students who have not achieved or are weak still exists. The quality of the entrance exam scores for grade 10 has improved but has not met the requirements; students with low scores and failing scores are students from ethnic minorities, disadvantaged areas, and do not have the conditions and means to study at home. Facilities and equipment for teaching and learning are still lacking, especially in areas with many remote schools and there is a situation where some schools lack teachers and have to combine 3 levels for primary school.

To continue improving the quality of education and training, the education sector of Huong Hoa district has proposed many solutions focusing on directing the implementation of the Central's resolutions and conclusions on fundamental and comprehensive innovation of education and training. Focusing on building a team of managers, teachers and staff to ensure quality and efficiency of work.

Continue to review and reorganize the scale of schools and classes in a streamlined manner. Effectively implement the 2018 General Education Program in accordance with regional characteristics and student groups; focus on enhancing Vietnamese language for primary school students in ethnic minority areas.

Strengthen innovation in teaching methods and active assessment and testing in the direction of developing students' qualities and abilities; diversify educational forms, focus on students' experiential activities and scientific research associated with career orientation and student streaming after graduating from junior high school.

Applying digital technology and software in teaching and learning; focusing on professional support, promptly grasping the situation and directing the implementation of school year tasks. Innovating school management and administration towards promoting the proactiveness and flexibility of the school and the autonomy and creativity of professional groups and teachers in implementing the 2018 General Education Program.

In particular, focusing on improving the quality of substantive education at all levels and grades; creating changes in the quality of education in schools in remote and isolated areas, semi-boarding schools for ethnic minorities, and boarding schools for ethnic minorities.

According to Mr. Hoang Van So, in the coming time, the education sector of Huong Hoa will focus on building a medium-term plan for the period 2026 - 2030 to mobilize maximum resources to meet school facility standards for implementing the 2018 General Education Program.

Direct schools to proactively advise the People's Committees of communes and towns to review, urge and organize the implementation of the Plan to build schools that meet national standards for the period 2021 - 2025, in which specific goals are set for each year and specific targets and tasks are assigned to each school unit.

Schools develop specific and appropriate goals and solutions to strive to complete the targets on quality assessment and build schools that meet national standards. Promote communication on education and training to all levels of society, create understanding, consensus and correct assessment of the innovations and achievements of the sector as well as the attention of the whole society to take care of the development of education and training in the area, especially in ethnic minority and mountainous areas.
