At the third meeting of the Hanoi Party Executive Committee on the afternoon of November 25, 2025, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc directed: "Each Party Secretary of the commune and ward must be ready to serve the people and create development" - this is the guideline for the activities of the communes and wards of Hanoi city when implementing the 2-level local government model.
With the motto of streamlining the apparatus, improving the efficiency of State governance, creating new development space, promoting administrative reform... the authorities at all levels of the Capital are conveying the Party's Resolutions to the people, aiming at the key goal of improving the quality of service to the people, putting the people at the center and directly benefiting from the superiority of the government apparatus "serving the people".
Lesson 1: Reducing intermediaries, people directly benefit
Implementing a two-level local government, from July 1, 2025, the local government model nationwide will only have provincial, city, ward and commune levels.
Among them, the provincial and city levels focus on macro orientation, coordination and planning; while the ward and commune levels are given greater autonomy to handle work directly with people and businesses, reducing intermediaries.
On that basis, the Party's Resolutions are deployed directly to the people by the commune and ward levels, increasing work efficiency, and the people and businesses are the direct beneficiaries.
Hope to eliminate "black spots" of waste
Attending the 18th Hanoi Party Congress, General Secretary To Lam pointed out five remaining problems and limitations in the capital, including urban order, environmental pollution, urban and suburban flooding, traffic congestion and food safety.
Regarding the above issues, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc has directed departments, branches and localities to focus on immediately overcoming and implementing immediate solutions to handle those pressing issues, not to let them become more complicated and to gradually reduce them.
Implementing this directive, aiming to eliminate "black spots" of waste, contributing to reducing environmental pollution, recently, the Hanoi People's Committee issued Decision No. 69/2025/QD-UBND stipulating that from December 1, 2025, all 30 environmental sanitation packages previously managed by district and county levels will be transferred in their original state to 126 communes and wards as direct investors.
Thus, in waste treatment, each commune and ward becomes the investor, taking full responsibility from quantity, quality to collection progress.
Local people directly benefit from living in a clean environment thanks to the "active and responsible" actions of the local government.
This is not only a technical adjustment in management, but also a repositioning of the role of local authorities in environmental issues. From just coordination, communes and wards have now become the focal points with comprehensive responsibility, from quality supervision, volume acceptance to payment of expenses.
With this decentralization of management, Hanoi has clearly pointed out "work and responsibilities" to each area where garbage is generated, after which the city will strengthen post-inspection work. Any commune or ward that allows garbage to accumulate and cause long-term pollution will have to take responsibility before the City People's Committee, no longer pushing responsibility to the district level as before.
Immediately after receiving the volume of environmental sanitation maintenance for the period 2026-2030, communes and wards must urgently prepare estimates, prepare bidding documents, organize contractor selection or place orders in accordance with regulations. If there is a delay, the risk of garbage collection interruption is entirely possible.
When the commune or ward is the investor, all existing problems regarding waste, odors, leaking wastewater, unreasonable collection points, etc. will be reported directly by the people to the local authorities.
According to environmental experts, Hanoi’s decentralization of environmental sanitation management this time has created a strong shift in management thinking. Commune and ward levels are given more power, along with heavier responsibilities.
As the local leader directly taking over this task, Mr. Le Hong Thang, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Hong Ha Ward, said that this is an extremely correct policy and needs to be implemented as soon as possible.
“Hong Ha ward authorities are fully capable of fulfilling this task. With the characteristics of a densely populated area, with a fruit wholesale market operating around the clock... we plan to implement waste collection and treatment organized according to the characteristics of each area, taking into account the economic issue when handling inorganic waste and recyclable scrap. In particular, we will also focus on propaganda work, mobilizing people to proactively classify waste at source, cooperate in dumping waste on time, and be aware of maintaining hygiene in the area where they live,” Mr. Le Hong Thang emphasized.
Four months, completely handle the project behind schedule
After nearly 4 months of establishment after merging administrative units, on October 24, the People's Committee of Vinh Tuy Ward (Hanoi) organized the clearance, dismantling, and handover of the site of Hanoi Fashion Trade and Service Joint Stock Company at 25 Lac Trung Street to carry out the project of Connecting the Road through the Bus Company with the project 423 Minh Khai, Vinh Tuy Ward (section from Lac Trung Street through 25 Lac Trung Apartment to the end of alley 559 Kim Nguu).
According to Mr. Vu Van Hoat, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Vinh Tuy Ward, implementing Program 04 (belonging to 7 key work programs of the entire term of the Vinh Tuy Ward Party Committee, term 1, 2025-2030) with the content: "Review and effectively implement urban planning and land resources to promote the rapid implementation of construction investment projects in the area; develop urban infrastructure, culture, health, education, sports, and offices of agencies under the ward's political system," the People's Committee of Vinh Tuy Ward has accelerated the implementation of this project, inheriting the tasks of the People's Committee of Hai Ba Trung District (old) to be deployed from 2023.
This is a project invested by the People's Committee of Vinh Tuy Ward, with the significance of connecting the social infrastructure system, contributing to reducing traffic pressure on Ring Road 2.
The project connecting the road through the Bus Company with the 423 Minh Khai project (Vinh Tuy ward) has a total investment of more than 83 billion VND, with a construction scale of about 435m long, the starting point of the route intersects with Lac Trung street, the end point of the route intersects with the 423 Minh Khai project.
The road has a 13.5m cross-section, 2x3m sidewalk; the structure of the foundation layers ensures technical requirements and the road surface structure is made of 2 layers of hot asphalt concrete.
During the implementation process, the project was delayed because some households and individuals living in the 25 Lac Trung Apartment Building disagreed and filed an administrative lawsuit with the Hanoi People's Court regarding the content related to the land acquisition boundary and project implementation boundary.
On September 24, 2025, the Hanoi People's Court issued a verdict rejecting the entire lawsuit filed by these residents and the Management Board of 25 Lac Trung Apartment Building; at the same time, it determined that the administrative decisions and administrative acts being sued in this case were in accordance with the law.
The Chairman of the People's Committee of Vinh Tuy Ward affirmed that the request for site clearance to speed up the project's progress to synchronously connect the traffic system and technical infrastructure to serve the community's interests is extremely urgent.
The project will contribute to completing the planning of the traffic network and technical infrastructure in the area, creating favorable conditions for people to travel, improving environmental sanitation conditions, enhancing the quality of life of people in the area and the urban landscape in the area.
The Ward People's Committee is determined to direct units to complete the project before December 31, 2025, to serve convenient traffic during the upcoming New Year and Lunar New Year.
As a resident in this area, Ms. La Thi Phuong Thao, Head of the Women's Association of Residential Group No. 15 - Vinh Tuy Ward, assessed that the traffic project connecting Ring Road 2 and Lac Trung Street is a project serving the interests of the community.
“I think the implementation of the project connecting the road through Apartment 25 Lac Trung to Lane 559 Kim Nguu will create many conveniences, improve people's lives, especially during rush hour, it will limit traffic jams leading to late school hours and late work hours. We are very grateful to the Party Committee, the ward government and related units for their efforts in implementing the project so that our people can enjoy the value of use that the project brings,” Ms. La Thi Phuong Thao expressed.
Bypassing the intermediate level, the programs to implement the Party's Resolutions have been directly implemented by the government level closest to the people, closest to the people, and most understanding of the people, bringing about practical results, creating positive changes in the operation of local government.
This is an important step to bring the Party's Resolution into life, with people being the central figures, directly enjoying the benefits from the humanistic values in the directives and Resolutions of Party committees at all levels./.
