On the afternoon of December 4, at the Government headquarters, Deputy Prime Minister Pham Thi Thanh Tra worked with the Ministry of Home Affairs on the implementation of institutional building tasks and urgent requirements that need to be completed from now until the end of December 2025.
Reporting at the working session, Minister of Home Affairs Do Thanh Binh said that in October and November 2025, the Ministry advised the Politburo and the Secretariat on 4 reports, projects, and submissions; advised the Government to submit 3 resolutions to the National Assembly Standing Committee; submitted 6 decrees, 4 resolutions of the Government and 5 decisions of the Prime Minister to the Government. This is a significant amount of work, demonstrating the efforts of the entire home affairs sector in the context of many major tasks taking place at the same time.
Notably, immediately after the November 2025 working session with the Deputy Prime Minister , the Ministry of Home Affairs submitted and the Government issued 4 important decrees related to the minimum wage for employees working under labor contracts; regulations on the number of Vice Chairmen of the People's Committee, the number and structure of People's Committee members; procedures for approving the election results and handling the positions of Chairman and Vice Chairman of the People's Committee; and Decree No. 303/2025/ND-CP dated November 19, 2025 on the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies; and Decree No. 307/2025/ND-CP dated November 27, 2025 on the classification of administrative units.
According to the plan, in December 2025, the Ministry of Home Affairs must submit a total of 27 documents to the Government for promulgation. Of these, 13 have been submitted; 8 are being appraised by the Ministry of Justice; 4 are completing their files to be sent for appraisal; and 2 documents have requested to postpone to March 2026 due to their special nature. The Minister of Home Affairs acknowledged that this progress is a huge challenge, requiring the entire sector to put all its efforts into ensuring the deadline.
At the working session, leaders of the Ministry and specialized units also reported specifically on the development of decrees guiding the implementation of the Law on Organization of Local Government 2025, the Law on Cadres and Civil Servants 2025, the Law on Employment, the Law on Occupational Safety and Hygiene, etc. Many documents have complex content, wide impact, and require careful review to ensure both progress and quality.

Pressure is motivation
Concluding the working session, Deputy Prime Minister Pham Thi Thanh Tra acknowledged the efforts of the Ministry of Home Affairs in recent times, especially the work of building a system of decrees - one of the key tasks of 2025.
However, the Deputy Prime Minister also emphasized that a higher level of effort and working spirit is needed because without speeding up, it will be very difficult to complete all assigned tasks.
According to the Deputy Prime Minister, from now until the end of the year, the work of the Ministry of Home Affairs will enter the "campaign phase", meaning that all tasks must be carried out with high intensity and closely monitored every day.
The Deputy Prime Minister affirmed that the Government will create all conditions for the Ministry of Home Affairs to complete its tasks, but the Ministry must maximize its proactive spirit, improve working methods, strengthen coordination and closely control progress. The ultimate goal is to complete all institutional building tasks in 2025 - a key task that determines the effectiveness of the administrative apparatus in the next period.
“First of all, the working method. It must be specific, effective, and close. If we do not change the working method, we cannot complete the workload. Political responsibility and determination must be put first,” Deputy Prime Minister Pham Thi Thanh Tra emphasized.
The Deputy Prime Minister requested the Ministry of Home Affairs to strengthen coordination with ministries, branches and the Government Office, especially in drafting legal documents. With large and important documents, if there is a lack of a quick and flexible coordination mechanism, it will certainly not be able to meet the deadline for submission to the Government and the Prime Minister.
"Pressure is the driving force to work," the Deputy Prime Minister said, asking the Ministry's leaders to directly intervene, remove difficulties, and thoroughly handle outstanding issues.

Comprehensive and thorough preparation for the Patriotic Emulation Congress
Regarding the priority task group, the Deputy Prime Minister identified the focus as completing three major groups of tasks: Institutional building; serving the Patriotic Emulation Congress and summarizing five years of administrative reform according to Resolution No. 76; and handling difficulties in operating the two-level local government model, and reorganizing ministries and ministerial-level agencies.
For groups of decrees, the Deputy Prime Minister gave a specific roadmap according to the milestones of December 7, December 15 and December 25 for promulgation, requiring units to closely follow each time. Some special decrees will be postponed to 2026, the rest must be completed in December.
In particular, the Deputy Prime Minister requested to speed up the Decree on labor registration and labor market information system; accordingly, it is necessary to ensure openness, connectivity and data interconnectivity to serve the regulation of domestic and international labor markets. The national job exchange platform must operate "real", have real transactions and connect with the National Population Database. If on schedule, the Ministry can organize the launch this December.
Regarding the decree on job positions, the Deputy Prime Minister said that it is necessary to both develop and review, the goal must be to create a complete legal basis, helping ministries, branches and localities to easily determine job positions. The Deputy Prime Minister asked the Ministry of Home Affairs to speed up the drafting process to meet practical requirements.
Regarding the decree on the assessment and classification of cadres and civil servants, the Deputy Prime Minister emphasized the need to carefully assess the impact, especially the assessment method - a key factor determining the quality of implementation. Therefore, the Deputy Prime Minister requested the Ministry of Home Affairs to organize a wide consultation; during the consultation process, the Ministry can continue to perfect the draft.

In addition to the large institutional workload, the Deputy Prime Minister emphasized the important political task of December, which is the preparation for the Patriotic Emulation Congress. The Deputy Prime Minister said that next week he will directly review all the preparation work, approve the documentary, program script and the progress of the reception, propaganda and exhibition work. This is a big event, requiring comprehensive, thoughtful and impressive preparation.
In addition, the Ministry of Home Affairs must continue to take the lead in removing obstacles in the two-level local government model, regarding decentralization, delegation of power, and determination of authority.
The Deputy Prime Minister also raised an issue that arose regarding administrative procedures, not only for citizens, but also internal procedures. The Deputy Prime Minister cited a case in Da Nang where a unit had to confirm up to 7,000 cases just to prove the place of birth of students, while national population data was already available. This showed inadequacies in internal procedures, causing unnecessary trouble and needing to be rectified soon.
"Agencies, units and organizations are not allowed to arbitrarily issue additional administrative procedures outside of regulations," the Deputy Prime Minister emphasized.
In addition, the Deputy Prime Minister also requested the Ministry of Home Affairs to closely coordinate with the Ministry of Education and Training and the Ministry of Health to complete the arrangement of the system of public educational institutions and commune-level health stations before December 31, 2025, ensuring streamlining, efficiency and suitability to local situations in accordance with the direction of the Politburo.
