City education affirms top position

From a small scale in the early days after the August Revolution in 1945, up to now, after 80 years of construction and development, the education and training career of Hai Phong city has continuously grown, affirming its top position in the country.

Affirming the role of the education and training center in the Northern Coastal region.

After 80 years of construction and development, the city's education and training sector has grown steadily with outstanding achievements. Immediately after the August Revolution, the city began opening its first kindergartens, while simultaneously promoting literacy among the working people and providing supplementary education for workers and officials. In 1961, Hai Phong was awarded a commendation by the Government for its supplementary education work. During the resistance wars against France and the United States, despite studying while evacuating, the "Two Goods" emulation movement continued to develop in the city. By 2010, Hai Phong was the only locality in the country to have students winning international awards for 15 consecutive years...

In the last five years, the city's education and training sector has made significant breakthroughs and affirmed its top position nationwide, especially after the merger of Hai Duong province with Hai Phong city. According to Mr. Luong Van Viet, Director of the City's Department of Education and Training, the city currently has 1,608 educational institutions with over 1.05 million students. The percentage of public schools meeting national standards is 76.9%. The quality of general education in the city consistently remains among the top in the country. In the 2024-2025 school year, the city's high school graduation exam scores are expected to rank 6th nationwide. The city has maintained a record of students winning awards at international competitions for over 30 years, affirming Hai Phong's leading position in education.

Vocational education is developing in an open and flexible direction, linked to economic restructuring and labor market demands. The city has 77 vocational education institutions and 8 universities. During the 2021-2025 period, these institutions will train nearly 40,000 people with university and postgraduate degrees, contributing to the supply of high-quality human resources for key economic sectors and gradually affirming its role as a central education and training hub in the Northern Coastal region.

Chairman of the City's Association for the Promotion of Learning, Hoang Duy Dinh, assessed that these achievements and milestones are the clearest evidence of prioritizing education development as a national policy and a key driving force for the city's development. This is demonstrated by the city's determined and decisive actions, leading the country with groundbreaking and unique educational policies, such as: a policy supporting 100% tuition fees for students from preschool to high school with approximately 487 billion VND per year; a mechanism for identifying and nurturing gifted students and rewarding excellent teachers, allocating up to 27 billion VND per year...

Aiming to become an international center for education and training.

The city aims to become a modern, smart industrial city by 2030. Accordingly, the city strives to build Hai Phong into an international center for education, training, research, application and development of science and technology, and marine economy by 2030.

To realize the above-mentioned goal, Director of the Department of Education and Training Luong Van Viet said that the Education and Training sector will continue to advise the city on comprehensive and groundbreaking solutions for investing in the development of education and training, contributing to building a high-quality workforce to meet the city's development requirements in the new situation.

First, the education sector will strongly innovate its thinking on educational development. It will focus on planning and investing in the comprehensive development of the education system towards modernization and national standards, aiming to increase the percentage of schools meeting national standards to over 90% by 2030. It will improve the quality of public education and encourage the development of advanced, multi-level education models. It will strengthen the training and professional development of teachers and education administrators, ensuring sufficient numbers, quality, a balanced structure, professional standards, and gradually approaching regional and international standards. It will comprehensively reform the mechanisms for identifying, selecting, training, employing, and rewarding teachers, valuing talent, and enhancing the status and income of those working in education.

Furthermore, the city will implement the 2018 General Education Program effectively and comprehensively, improving the overall quality of education, focusing on practical learning, vocational training, and moral and life skills education for students. It will expand the non-public education system and continuing education, promoting the development of a learning society. Vocational and higher education will be developed in an open, flexible, and high-quality manner, linked to the needs of the labor market and the city's growth model transformation. The city will attract reputable international higher education institutions to open branches in the city.

With strong development momentum and significant attention, the city's education and training sector continues to affirm its role and position in the overall development picture, realizing the goal of making Hai Phong an advanced education, science and technology center of the country by 2030, with a vision to 2045, meeting the expectations of the Party Committee, government and people of the city.
