On the afternoon of January 27th, at the Son Duong port service pier (Ky Loi commune, Ky Anh town), the Ha Tinh Border Guard Command held a ceremony to launch a high-intensity patrol and control campaign to ensure border and maritime security and combat IUU fishing before, during, and after the 2024 Lunar New Year. The Ha Tinh Border Guard currently manages and protects a sea area with a frontage of 55.72 km and a total area of 98.56 km² , with a coastline of 137 km.
Over the years, the security and safety situation in the waters of Ha Tinh province has been generally stable. However, the activities of various types of crimes such as smuggling, commercial fraud, trading in explosives; fishing vessels operating outside designated fishing zones, using explosives and electric shock devices for fishing; disputes over fishing grounds; and theft of fishing gear still occur, causing instability in the security and safety situation at sea.

The period before, during, and after the Lunar New Year is a critical time when criminal activity becomes more complex, especially drug trafficking, smuggling, commercial fraud, and the illegal trade and transportation of weapons, explosives, and firecrackers.

At the mobilization ceremony, Colonel Bui Hong Thanh - Commander of the Ha Tinh Border Guard Command - emphasized that, in order for the mobilization ceremony to achieve its objectives and requirements, coastal units need to strengthen the dissemination of legal education to organizations, individuals, and fishermen to ensure they fully understand the legal regulations in the management and protection of national borders and maritime areas; and to implement comprehensive and decisive measures in border management and protection.

Closely coordinate with other forces, strengthen intelligence gathering, organize patrols and controls to promptly detect, combat, and effectively prevent all types of crimes, and strictly handle violations. During the execution of tasks, strictly adhere to State laws, military discipline, directives and orders from superiors, and patrol work plans, ensuring absolute safety of personnel, vehicles, weapons, and equipment.
Perform functions, duties, and powers correctly as prescribed; any violations of the law must be prevented, investigated, verified, and handled promptly and strictly in accordance with regulations.

Speaking at the launch ceremony, Vice Chairman of the Provincial People's Committee Tran Bau Ha emphasized that in 2024, the task of managing and protecting national territorial sovereignty and border security will have new developments, requiring increasingly higher and more comprehensive standards.

The peak period from now until April 30, 2024, is when the European Commission conducts its fifth on-site inspection. This is a crucial phase in determining whether the "yellow card" will be lifted for Vietnam's fisheries sector. If the "yellow card" is not lifted within this period, the review process will have to start all over again.
The Vice Chairman of the Provincial People's Committee requested that Party committees and commanders at all levels within the Provincial Border Guard Command focus on improving their advisory capacity and organizing the implementation of border defense work at all levels. They should regularly monitor, assess, and accurately predict the security and political situation in border areas, border regions, and key locations; promptly advise and effectively handle situations, preventing passivity and surprises; firmly protect national territorial sovereignty and border security; and maintain security, order, and social safety in border areas and maritime regions.
Strengthen patrols and inspections to detect, handle, and advise local authorities on strictly dealing with violations of IUU fishing, without exception or forbidden zones, and pursue all violations to the end. Review and thoroughly understand the current status of fishing vessels in the area and fishing vessels from other provinces operating in the waters of Ha Tinh; thoroughly address fishing vessels with "three no's" (no registration, no inspection certificate, no license).
Implementing comprehensive operational measures, proactively coordinating and closely monitoring the situation at sea, and improving the effectiveness of basic investigation work; directing drug and crime prevention forces to effectively implement operational plans, creating a breakthrough in the fight against smuggling, trade fraud, and the activities of various types of crime, especially drug-related crimes.
The Vice Chairman of the Provincial People's Committee also requested that Party committees and commanders at all levels within the Border Guard of Ha Tinh province innovate the content, form, and methods of disseminating legal education to fishermen to raise their awareness and comply with the law on combating IUU fishing. They should also promote and encourage fishermen to venture further out to sea and maintain their presence there to develop the economy while protecting national sovereignty and interests at sea.

Immediately following the launch ceremony for the peak period of patrolling and controlling to ensure border and maritime security and combat IUU fishing before, during, and after the Lunar New Year of the Year of the Dragon, nearly 200 officers and soldiers of the Ha Tinh Border Guard Command and 7 coastal units (Border Guard Squadron 2; Border Guard Command of Vung Ang - Son Duong Port; Lach Ken Border Guard Station; Ky Khang Border Guard Station; Deo Ngang Border Guard Station; Cua Sot Border Guard Station and Thien Cam Border Guard Station) deployed for patrol and control.
According to the plan, from now until April 30, 2024, the Ha Tinh Border Guard will conduct 4-5 patrol operations to ensure border and maritime security and combat IUU fishing.
