Hanoi plans tuition support for private school students

TPO - According to the new Draft Resolution of the Hanoi City People's Council on tuition fees and tuition fee exemption from the 2025-2026 school year, private and non-public school students in Hanoi will receive a maximum support of nearly 2 million VND/school year/student.

According to the draft, tuition support levels from the 2025-2026 school year will apply to learners at preschools, general education institutions, and educational institutions implementing public and private general education programs.

For online learning, the fee is 75% of the face-to-face learning fee. This fee does not apply to high-quality schools.

Private school students in Hanoi will receive support of nearly 2 million VND/school year/student.

Due to the State's tuition exemption policy, Hanoi will subsidize tuition fees for private and public school students from kindergarten to high school.

Thus, each student at private schools will receive support from 1.3 to more than 1.9 million VND per school year, depending on the level of study.

According to statistics from the Hanoi Department of Education and Training, in the 2025-2026 school year, the city will have 2,954 schools at all levels from kindergarten, primary school, junior high school, and high school, meeting the teaching needs of about 2.3 million students. Of these, there are 2,324 public schools and 630 (more than 21%) private schools at all levels.

Private schools currently charge tuition fees that are many times higher than those set by public schools. However, along with the tuition exemption policy for public school students, from this year, preschool and primary school students in private and non-public educational institutions in the national education system will receive tuition support.

Previously, the Government also issued Decree No. 238/2025/ND-CP regulating policies on tuition fees, exemption, reduction, tuition support, support for learning costs and service prices in the field of education and training.

One of the new points of this Decree is that preschool children, primary school students, and students of general education programs in public and private educational institutions in the national education system are supported with tuition fees at the level prescribed by the Provincial People's Council.
