According to the draft, tuition fee support will be provided from the 2025-2026 school year for students at preschools, primary and secondary schools , and private and non-governmental educational institutions implementing general education programs.

For online learning, the fee is 75% of the in-person fee. This fee structure does not apply to high-quality schools.

Due to the government's tuition-free policy, Hanoi will subsidize tuition fees for students in private and non-private schools from preschool to high school.
Thus, each student at private schools will receive support ranging from 1.3 to over 1.9 million VND per school year, depending on the grade level.
According to statistics from the Hanoi Department of Education and Training, in the 2025-2026 school year, the entire city will have 2,954 schools at all levels, from preschool, primary, secondary, and high school, meeting the educational needs of approximately 2.3 million students. Of these, 2,324 are public schools and 630 (over 21%) are private schools at all levels.
Private schools currently charge tuition fees that are many times higher than the regulated tuition fees of public schools. However, along with the tuition-free policy for public school students, starting this year, preschool and primary school students in private and non-public educational institutions within the national education system will receive tuition fee support.
Previously, the Government also issued Decree No. 238/2025/ND-CP regulating policies on tuition fees, exemptions, reductions, and support for tuition fees, support for learning costs, and service prices in the field of education and training.
One of the new points of this Decree is that preschool children, primary and secondary school students, and learners in general education programs in private and non-governmental educational institutions within the national education system will receive tuition fee support at a rate determined by the Provincial People's Council.
