In the Northern region , Quang Ninh and Hai Phong are two provinces that apply a policy of 100% tuition exemption for preschool children and students up to grade 12.
This is the third time Quang Ninh has approved a policy of supporting 100% of tuition fees.
The province currently has 244,000 preschoolers, primary school students and students in continuingeducation programs. The highest subsidized tuition fee is 125,000 VND, the lowest is 15,000 VND/student/month.
The estimated budget for this is about 167.5 billion VND.
In the 2021-2022 school year, Quang Ninh also implemented a tuition support policy for all preschool children and students in the province with a total budget of up to 500 billion VND.
Hai Phong City has entered the fifth consecutive year of implementing the policy of 100% tuition exemption for preschool children and the fourth consecutive year of 100% exemption for students of all levels according to Resolution 54 of the Provincial People's Council.
The total number of students benefiting from the policy this year is more than 536,000.
Tuition exemption money is provided from the local budget. Each student is exempted from 9 months of tuition fees/school year.
Hai Phong's new school year tuition fee schedule has also been adjusted down compared to the 2023-2024 school year.
Specifically, rural areas are adjusted from 100,000-200,000 VND/month to 62,000-92,000 VND/month depending on the level of education.
In urban areas, nursery and kindergarten tuition fees are reduced from VND300,000/month to VND203,000/month; secondary school tuition fees are reduced from VND300,000/month to VND92,000/month; high school tuition fees are reduced from VND300,000/month to VND125,000/month.
In particular, ethnic minority and mountainous areas are slightly adjusted to increase to 62,000 VND/month for all levels of education.

In the 2023-2024 school year, Hai Phong spent more than 400 billion VND of the budget on tuition exemption.
In the Central region , Quang Nam, Khanh Hoa and Da Nang are three localities implementing a policy of 100% tuition support for preschool children, primary school students and continuing education students.
On the afternoon of September 26, the People's Council of Quang Nam province passed a resolution on tuition support for educational institutions in the two school years 2024-2025 and 2025-2026.
Accordingly, the province will support 100% of tuition fees for preschool children, high school students studying at public and private preschools and general education institutions; students studying regular education programs at the provincial Continuing Education Center and at public general education institutions.
The policy does not apply to preschool children and students of general schools belonging to foreign-invested educational institutions.
The budget to support tuition exemption for public and private schools in the area for 2 school years is more than 158 billion VND.
Of which, in the 2024-2025 school year, there is 93.9 billion VND, including 74 billion VND to support public educational institutions and more than 19 billion VND to support private educational institutions.
Quang Nam province currently has 725 public schools, 722 private independent preschools and 72 non-public schools.
In the new school year 2024-2025, Khanh Hoa has 290,000 students, of which 143,000 are preschool children, the rest are high school students and continuing education students. The estimated budget is 75 billion VND and only applies to public school students.
Previously, in the 2022-2023 and 2023-2024 school years, Khanh Hoa supported 50% of tuition fees for preschool children, high school students, and continuing education students studying at public educational institutions in the area.
In Da Nang , the beneficiaries of the broader policy include: preschool children, students of general schools, continuing education centers, public and non-public vocational education; private primary school students who are eligible for tuition reduction policies according to regulations.
Preschool children, primary school students and vocational education students at foreign-invested educational institutions in Da Nang are not entitled to this policy.
Subjects eligible for tuition fee reduction according to central and city policies will be compensated with support equal to 100% of public preschool and general education tuition fees for the 2024-2025 school year.
Da Nang expects the total support budget to be 108 billion VND.
In the Southern region, Ba Ria - Vung Tau is the only locality that exempts 100% of tuition fees for high school students.
Resolution No. 11 of the People's Council of Ba Ria - Vung Tau province stipulates that the subjects applying the 100% tuition exemption policy are nursery children, 3-year-old and 4-year-old preschool children studying at preschools; high school students; students studying regular education programs at public and non-public institutions.
Support funds are provided directly to public educational institutions and continuing education centers or directly to parents and guardians of preschool children and non-public students.
In case of overlap in tuition support policies, students will receive the highest level of support.
Ba Ria - Vung Tau's budget is expected to be around 72.4 billion VND per year.
Also in the Southern region, Binh Duong and Long An apply a 50% tuition reduction policy.
Specifically, Binh Duong reduces tuition fees for public school students at all levels and private elementary school students in areas lacking public schools.

In the 2024-2025 school year, Binh Duong has 713 educational institutions with 375 public schools and 338 non-public schools.
The total number of students at all levels from preschool to high school and continuing education in the province is about 520,000 students.
In Long An , in the 2024-2025 school year, the province will reduce 50% of tuition fees for preschool children under 5 years old studying at public preschools and exempt 100% of tuition fees for public secondary school students in the province.
From the 2025-2026 school year and following years, the province will exempt 100% of tuition fees for preschool children under 5 years old studying at public preschools in the province.
