Hanoi proposes plans for headquarters and resettlement to implement the Hoan Kiem Lake renovation project.

According to the report, regarding the implementation of the planning and renovation of the area east of Hoan Kiem Lake, with a sense of urgency, decisiveness, high concentration of forces and resources, maximum utilization of favorable mechanisms and policies, and continuous and close coordination, Hanoi expects to complete phase 1 of the project (investment in the construction of the above-ground parts of the square and park using public investment capital) by the National Day on September 2, 2025, contributing to ensuring the achievement of the 8% growth target for the capital in 2025.

Accordingly, the Hanoi People's Committee has directed the application of special measures to ensure the project's progress and avoid common obstacles in public investment projects. Hanoi will also make localized adjustments to the H1-1B urban zoning plan (Hoan Kiem Lake area and its surroundings) at a scale of 1/2,000, and simultaneously develop a 1/500 master plan and approve the architectural design for the land east of Hoan Kiem Lake using a streamlined process.

 

Regarding the renovation of Dong Kinh - Nghia Thuc Square, the city announced that the demolition of the Ham Ca Map building and site clearing will be completed before April 30th. These projects are part of the urban renovation and beautification program in the central area, contributing to enhancing the value of the Hoan Kiem Lake national special historical site and creating an architectural and landscape space for the area. The projects will be implemented with urgency to celebrate the country's major holidays.

The architectural plan for this area is being studied to create a special square and park, with a focus on surveying and preserving valuable architectural structures. The city will also study the planning of an underground space of approximately three levels, connecting to the C9 metro station.

The report also details the relocation of agency and unit headquarters in the area and the mechanisms and policies for land clearance and resettlement.

Specifically, regarding the headquarters of the Department of Culture and Sports : the Department of Construction is tasked with coordinating with the Department of Finance to research and propose a plan to combine the headquarters of the Department of Culture and Sports and the Department of Tourism at 38 Hai Ba Trung Street; and to propose adjusting the investment plan to increase the scale to accommodate both agencies. During the implementation of the investment, construction, and renovation of the headquarters at 38 Hai Ba Trung Street, temporary housing will be arranged in the Vo Chi Cong Inter-agency Complex or an area near the City People's Committee headquarters.

For the headquarters of the Institute of Literature - Vietnam Academy of Social Sciences , the Hanoi Association of the Blind, and the Hanoi Population and Housing Department: the Department of Construction is tasked with coordinating with the Department of Finance to review the city's land and property fund (public assets with grounds, old villas) to allocate them to these units.

Regarding the City's Citizen Reception Office headquarters: the Department of Construction and the Department of Finance are tasked with researching a location at 102 Hai Ba Trung Street (the current headquarters of the City's Agricultural and Water Supply and Drainage Infrastructure Project Management Board) to house the City's Citizen Reception Office.

Regarding the Hoan Kiem Power Company headquarters: the report and proposal from the Hoan Kiem District People's Committee regarding the relocation to 13 Duong Thanh Street - the current headquarters of the Hoan Kiem Housing Management and Development Enterprise - is approved.

Regarding the State Treasury Office headquarters: The State Treasury has decided to hand it over to the City as it no longer needs to use it; the Department of Finance should promptly advise the City People's Committee on the transfer of the aforementioned land and building and assign it to the Hoan Kiem District People's Committee to carry out land clearance work according to regulations.

For the headquarters of the National Power Transmission Corporation, the Northern Power Corporation, the Hanoi Power Corporation, the Power Hotel, and the National Power System and Market Operation Company: the Department of Planning and Architecture is tasked with researching and proposing locations for new headquarters for these units (within the headquarters area of ​​the Corporations - Cau Giay New Urban Area).

Regarding the relocation of the headquarters and dispatch centers, database centers, and customer care centers that require continuous operation (24/7) of the power corporations: power companies should proactively review, propose, and clearly state the relocation plan and the plan to ensure stable and continuous operation of the above-mentioned centers. They should coordinate with the Hoan Kiem District People's Committee and relevant departments and agencies of Hanoi City to review and determine the compensation, support, resettlement, and temporary housing mechanisms and policies, and report to the Hanoi City People's Committee and the working group in March 2025.

The Hanoi People's Committee has instructed the Department of Construction, the Department of Finance, and the Office of the Hanoi People's Committee to immediately work with the Hanoi Youth Union on the management and use of the Children's Palace (36-38 Ly Thai To Street) to propose arrangements for temporary use by various units while awaiting relocation to the official site, and to develop a long-term plan for the Children's Palace within the overall area.

Dong Anh District has allocated 100 hectares for resettlement purposes for the project.

Regarding the resettlement of households within the project area, the Hanoi People's Committee has assigned the Dong Anh District People's Committee to allocate approximately 100 hectares of land to serve the resettlement work for the planning and renovation project of the area east of Hoan Kiem Lake and other key projects of the city (Tu Lien Bridge, Tran Hung Dao Bridge, etc.).

In addition, the Department of Planning and Architecture is responsible for coordinating with the People's Committee of Dong Anh district to immediately implement the detailed planning (prioritizing the use of cleared land) to create land for resettlement for investment projects (improvement of the area east of Hoan Kiem Lake, Tu Lien Bridge, Tran Hung Dao Bridge...).

In addition, the Hanoi People's Committee applies the highest compensation mechanisms and policies as stipulated for the people, arranges resettlement with land (in Dong Anh district) for those who meet the criteria for compensation for residential land; arranges temporary housing for households (while waiting for resettlement land) and sells resettlement houses to those who do not meet the criteria for resettlement with land to stabilize their lives during land clearance.

The total area planned for the study and implementation of the planning and investment project for the construction of the square and park in the eastern area of ​​Hoan Kiem Lake is approximately 2.14 hectares; the boundaries are defined as follows: the west side borders Hoan Kiem Lake, the north side borders the residential area, the east side borders Ly Thai To Street, and the south side borders Tran Nguyen Han Street.

 

The total area planned for the study and implementation of the planning and investment project for the construction of the square and park in the eastern area of ​​Hoan Kiem Lake is approximately 2.14 hectares; the boundaries are: bordered to the west by Hoan Kiem Lake, to the north by a residential area, to the east by Ly Thai To Street, and to the south by Tran Nguyen Han Street.

According to a report by the Hoan Kiem District People's Committee (dated March 12, 2025), there are 47 land and property users in the project area , including: 12 organizations, agencies, and units: the Department of Culture and Sports, Hanoi Electricity Corporation, the Institute of Literature - Vietnam Academy of Social Sciences, the Hanoi Population Sub-department, the Hanoi Association of the Blind, the State Treasury Transaction Office, the Electricity Hotel, the Northern Electricity Corporation, the National Power Transmission Corporation (Power Transmission Company No. 1), the City's Citizen Reception Office, and 2 cooperatives currently operating as specialized housing.

In addition, there are 35 households, of which 23 currently have land use rights certificates and house ownership certificates; 2 households have rental contracts with Hanoi Housing Management and Development Company Limited; and 2 households are listed in the management register but do not have rental contracts. The Hoan Kiem District People's Committee is continuing to review and collect documents to update and supplement the information.
