Hanoi continues to promote gender equality and women's development in the new situation.

On the morning of August 30, 2023, the Hanoi Party Committee held a conference to review 10 years of implementing Conclusion No. 55-KL/TW, dated January 8, 2013 of the Central Party Secretariat (11th tenure) on continuing to promote the implementation of Resolution No. 11-NQ/TW of the Politburo (10th tenure) "on women's work in the period of accelerating industrialization and modernization of the country" and to review 5 years of implementing Directive No. 21-CT/TW, dated January 20, 2018 of the Central Party Secretariat (12th tenure) "on continuing to promote women's work in the new situation".

Efforts to promote gender equality

According to the report of the Hanoi Party Committee for Mass Mobilization, women account for about 50.4% of the capital's population and 42.8% of the total number of Party members of the city. Over the past 10 years, women's work has received attention from Party committees and authorities at all levels, with leadership, direction, and favorable mechanisms and policies, along with close coordination with the Vietnam Fatherland Front and socio-political organizations of the city, contributing to promoting gender equality and the comprehensive development of women in the capital.

The Standing Committee of the City Party Committee has directed Party committees and city authorities at all levels to focus on directing the development and implementation of mechanisms and policies related to women, women's work and gender equality. The City, District and Commune People's Committees have approved the implementation of 42 projects and plans to support women in comprehensive development of health, moral qualities, economic empowerment, and prevention of violence and abuse against women. The City People's Council has issued a Resolution on support for specific groups affected by the Covid-19 pandemic.

Deputy Secretary of the City Party Committee Nguyen Van Phong and Chairwoman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Lan Huong awarded Certificates of Merit to collectives with achievements in gender equality and women's advancement at the Conference.

In addition, activities to support women in economic development and sustainable poverty reduction continue to be effectively implemented, focusing on the Project to support women in the capital to start businesses. Of which, 1,870 training courses have been organized; more than 154,000 women's households have been supported with loans totaling VND 7,915 billion. Associations at all levels have helped 6,050 poor women's households escape poverty, and 15,122 near-poor households improve their living standards. By the end of 2022, the rate of women participating in the labor force was 48.5%; the rate of women with jobs/total number of employed people was 48.79%; the rate of female directors/owners of enterprises and cooperatives was 21.1%...

In addition, with the attention of the Hanoi Party Committee, the capital's female cadres have grown in both quantity and quality. The proportion of women participating in the Party Executive Committee at 3 levels for the 2020-2025 term increased compared to the previous term, of which the city level reached 19.7% (an increase of 7.7%); 25% of the Standing Committee members of the City Party Committee are women. The proportion of female deputies to the 15th National Assembly for the 2021-2026 term is 24.13%. The proportion of female deputies to People's Councils at all levels for the 2021-2026 term also increased compared to the previous term from 2.4% to 11.2%.

Up to now, the City Women's Union has 33 district-level affiliated units, 747 grassroots associations, 5,302 branches, and 11,581 women's groups. 100% of the city, district, and town's full-time staff have college, university, and post-graduate degrees. Over the past 10 years, the city has developed 129,936 members, bringing the total number of management members to 913,988.

Concluding the conference, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed that women's work is placed in the overall political work of the city; integrated into programs, resolutions, and policy mechanisms in all fields, especially socio-economic development. Over the past 10 years, the city's economic growth has averaged about 7%. Political security and social order and safety have always been ensured, creating an environment for development, ensuring all aspects of people's lives, including women and girls.

In addition, the proportion of female cadres participating in Party committees, especially at the city and district levels, has increased compared to before. Female cadres have affirmed their roles and positions and held leadership and management positions appropriate to their abilities and strengths.

In addition to the achievements, comrade Nguyen Van Phong also pointed out some difficulties and limitations such as: There are not many specific policies for women in the capital; the system of mechanisms and policies on women and gender equality is not yet available or implemented; the gap in life, employment, development opportunities and enjoyment is still between the center and the central commune; some specific groups of women do not have policies of concern commensurate with the conditions of the city...

Regarding the tasks in the coming time, the Deputy Secretary of the City Party Committee requested to continue to thoroughly grasp and raise awareness of women's work in the new situation when the Capital enters the stage of promoting industrialization, modernization, urbanization and international integration; promoting the development of knowledge economy, science and technology and innovation. It is necessary to clarify where women stand and what role they play in the new stage; at the same time, review the policy mechanisms for women in Hanoi. Because Hanoi currently has socio-economic conditions, awareness is raised, it is necessary to have specific mechanisms and policies suitable for the subjects and conditions. The City Party Committee's Mass Mobilization Committee coordinates with the City Party Committee's Organization Committee to review the planning for young cadres and female cadres to have direction in the city's political system to ensure the prescribed quotas.

The Deputy Secretary of the City Party Committee also requested that the City Women's Union pay attention to gathering more practical and effective activities for specific groups such as female workers in industrial parks and export processing zones. It is necessary to coordinate to organize periodic health check-ups for women. Coordinate with the Youth Union, the City Pioneers' Council, and the Police to protect female children.
