Previously, parents complained that Ms. LTT, a teacher at Van Ho Secondary School (Hai Ba Trung district), was giving extra lessons to students in the school, including those in her regular classes.
Immediately afterwards, the Hanoi Department of Education and Training requested the Hai Ba Trung District Department of Education and Training to coordinate with relevant units to inspect the tutoring center.
According to the Hai Ba Trung District Department of Education and Training, the unit coordinated with the Le Dai Hanh Ward People's Committee to hold a meeting with the Principal of Van Ho Secondary School and Cham Group Education Joint Stock Company, where the teacher from the school provides extra tutoring.

The school stated that Ms. T. had reported and committed to the school administration regarding her participation in tutoring at Cham Group Education Joint Stock Company and had signed a contract to teach outside the school. Following the complaints, Ms. T. also stopped tutoring at the aforementioned facility from April 23rd.
Regarding Cham Group Education Joint Stock Company, the inspection team also conducted an inspection and worked at its headquarters located on the 7th floor of Building No. 51, Le Dai Hanh Street, Hai Ba Trung District.
The company presented relevant documents, including employment contracts, a curriculum for 9th-grade Literature, and a list of 13 students taught by Ms. T.
The report confirms that the list of students attending extra classes includes two students from class 9A5 of Van Ho Secondary School, whose homeroom teacher is Ms. T. At the time of the inspection, the center had submitted voluntary applications for extra classes from these two students.
According to Ms. Phung Thi Thu Phuong, the company's director, because Ms. T. has just started teaching since the beginning of April, the tuition fees have not been collected from the above students, including 2 students in class 9A5, of which she is the homeroom teacher. "For the 2 regular students, Ms. T. requested the company not to collect tuition fees and the company has done so," according to Ms. Phuong.

The inspection team requested Van Ho Secondary School to continue to thoroughly understand, disseminate, and correctly implement the regulations of Circular No. 29 on strengthening the management of extracurricular tutoring issued by the Ministry of Education and Training for teachers, students, and parents.
The regulatory agency also requires the tutoring company to strictly comply with the law and Circular 29, managing and ensuring the quality of tutoring and the rights of students and tutors.
The leaders of the Hai Ba Trung District Department of Education and Training said that they will continue to grasp information and regularly check and monitor the implementation of the regulations of the Ministry of Education and Training in Circular 29 on strengthening the management of extra teaching and learning at schools in the area. In addition, the Department of Education and Training also directed all schools in the area to require teachers to strictly implement Article 4 of Circular No. 29.
Article 4 of Circular 29 stipulates that the following cases are prohibited from providing extracurricular tutoring: Teachers currently teaching at schools are not allowed to provide paid extracurricular tutoring to regular students; they are not allowed to provide extracurricular tutoring in academic subjects to primary school students; teachers in public schools are allowed to provide extracurricular tutoring but are not permitted to participate in managing or supervising such tutoring activities.
