Previously, parents reported that Ms. LTT, a teacher at Van Ho Secondary School (Hai Ba Trung District), taught extra classes for students in the school, including regular students.
Immediately afterwards, the Hanoi Department of Education and Training requested the Hai Ba Trung District Department of Education and Training to coordinate with relevant units to inspect the tutoring center.
According to the Department of Education and Training of Hai Ba Trung district, the unit coordinated with the People's Committee of Le Dai Hanh ward to have a working session with the Board of Directors of Van Ho Secondary School and Cham Group Education Joint Stock Company, where the school's teacher teaches extra classes.

The school said that Ms. T. had reported and committed to the board of directors about participating in extra teaching at Cham Group Education Joint Stock Company and had signed a contract to teach outside the school. After receiving feedback, Ms. T. also stopped teaching extra at the above facility since April 23.
Regarding Cham Group Education Joint Stock Company, the inspection team also inspected and worked at the headquarters located on the 7th floor of Building No. 51, Le Dai Hanh Street, Hai Ba Trung District.
This company has presented relevant documents, employment contract, 9th grade Literature curriculum; list of 13 students taught by Ms. T.
In which, it was confirmed that the list of students taking extra classes included 2 students from class 9A5 of Van Ho Secondary School, with Ms. T. as the homeroom teacher. At the time of the inspection, the center had a voluntary application for extra classes from these 2 students.
According to Ms. Phung Thi Thu Phuong, the company's director, because Ms. T. has just started teaching since the beginning of April, the tuition fees have not been collected from the above students, including 2 students in class 9A5, of which she is the homeroom teacher. "For the 2 regular students, Ms. T. requested the company not to collect tuition fees and the company has done so," according to Ms. Phuong.

The inspection team requested Van Ho Secondary School to continue to thoroughly grasp, propagate and properly implement the regulations of Circular No. 29 on strengthening the management of extra teaching and learning of the Ministry of Education and Training for teachers, students and parents.
The management agency also requires the company organizing extra classes to strictly implement the provisions of the law and Circular 29. Manage and ensure the quality of extra classes, extra learning and the rights of students and tutors.
The leaders of the Hai Ba Trung District Department of Education and Training said that they will continue to grasp information and regularly check and monitor the implementation of the regulations of the Ministry of Education and Training in Circular 29 on strengthening the management of extra teaching and learning at schools in the area. In addition, the Department of Education and Training also directed all schools in the area to require teachers to strictly implement Article 4 of Circular No. 29.
Article 4 of Circular 29 stipulates that cases where extra teaching is not allowed include: Teachers teaching at schools are not allowed to teach extra classes outside of school for money to regular students; are not allowed to teach extra cultural subjects to primary school students; teachers at public schools are allowed to teach extra classes outside of school but are not allowed to participate in the management and operation of extra classes outside of school.
