On September 22, the Ho Chi Minh City Police Investigation Agency said that the unit had just coordinated with the Ministry of Public Security to destroy a ring that forged seals and documents of agencies and organizations, then transported them from Cambodia to Ho Chi Minh City for sale.

On the afternoon of September 13, the units coordinated with the Tan Tuc Town Police, Binh Chanh District, to catch Tien Thi Tuyet Ngan (born 2005, residing in Binh Tan District) handing over 9 boxes of fake documents to a shipping company employee to deliver to the post office to a customer. At the same time, the police discovered a delivery driver of a technology car company delivering 107 bags of documents containing many fake documents to Ngan in front of the house on Tan Tuc Street.
During an urgent search of the house, authorities seized many fake documents and brought Tien Thi Tuyet Ngan, Pham Thanh Linh (born 2000, Ngan's husband), and Nguyen Quoc Kiet (born 1998) to the headquarters for questioning.
Expanding the investigation, the police pursued and arrested Nguyen Huu The (born 1995, residing in Tra Vinh province) and Nguyen Huu Than (The's brother).
During the investigation, the authorities determined that The and Than received fake documents from Cambodia and brought them to Vietnam, then delivered them to customers according to a pre-made list. Than rented a house in Tan Tuc town, Binh Chanh district, as a place to gather goods and packaged fake documents into parcels, along with old clothes to disguise themselves and deal with the authorities.
After packing the finished products, Than directed Ngan, Linh and Kiet to place orders via post office applications, to be delivered to customers using cash on delivery service.
During an emergency search of the suspects' residence, the police seized many fake documents, including various degrees, vehicle registration papers, and various identity documents.
So far, Ho Chi Minh City Police have urgently arrested Pham Thanh Linh, Nguyen Quoc Kiet, Nguyen Huu The and Nguyen Huu Than for falsifying documents of agencies and organizations. As for Tien Thi Tuyet Ngan, she is pregnant and has been released on bail to serve the investigation.
