According to the Department of Irrigation and Natural Disaster Prevention of Quang Tri province, 2024 is the first year that the province implements the policy of supporting the development of small-scale irrigation, intra-field irrigation and advanced irrigation, saving water in the area according to Resolution No. 69/2022/NQ-HDND dated October 18, 2022 of the Provincial People's Council. During the planning process, many localities registered with many project items requesting support. However, through review, some localities have not been proactive in funding sources, many project items are not in accordance with the support content of the resolution. As a result, 4 localities (Vinh Linh, Huong Hoa, Trieu Phong, Quang Tri town) were supported with 20 project items with a budget of over 1.69 billion VND. Currently, the localities are urgently constructing, expected to complete and hand over the projects for use before December 31, 2024.
According to provincial regulations, the capital sources to support the development of small-scale irrigation, in-field irrigation, and advanced, water-saving irrigation include the central budget supporting localities in implementing policies through direct programs and projects or integrating related programs and projects; provincial budget, district budget and other legal capital sources. For the state budget support, the central and provincial budgets allocate 50%, the district budget allocates 50%. In addition, additional capital sources from programs, projects and other legal capital sources can be mobilized for implementation.
Through the review and synthesis of the agricultural sector, in 2025, 5 localities (Vinh Linh, Cam Lo, Hai Lang, Huong Hoa and Quang Tri town) requested support of 4,561 billion VND to solidify canals; invest in advanced irrigation systems, save water and level and improve fields. The Department of Agriculture and Rural Development will preside over and establish a field inspection team, unify the support list to submit to the Provincial People's Committee to arrange early support funds for localities to implement.
