"How to capitalize on business opportunities in 2025" is the topic of numerous discussions and seminars within many business associations.
Although the challenges, difficulties, and even uncertainties of the global and domestic economies continue to be a prominent feature in next year's business plans, businesses say that opportunities are growing. In particular, these opportunities are greater and more tangible due to government policy actions, which many businesses have noted are significantly different from previous years.
Looking back, supporting businesses has always been included in the main tasks and solutions of the National Assembly and the Government, aimed at achieving annual socio-economic goals and targets. This has always been accompanied by fiscal and monetary solutions with a series of specific policies such as cutting, reducing, and extending the deadline for paying various taxes and fees; streamlining administrative procedures; reducing compliance costs; and facilitating businesses' access to credit and land.
The same will be true in 2025.
Resolution No. 158/2024/QH15 of the National Assembly on the Socio-Economic Development Plan for 2025 prioritizes solutions to support production and business activities immediately after the priority of promoting economic growth, before the group of solutions to maintain macroeconomic stability, control inflation, and ensure the major balances of the economy.
Among the eight groups of solutions and policies emphasized by the Prime Minister at the National Conference on the implementation and review of Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam; the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks, the solutions to maximize the mobilization of social resources, effectively exploit resources from state-owned enterprises, and strongly develop private enterprises ranked third (after the two groups of tasks on improving institutions and promoting growth associated with macroeconomic stability).
Many policy proposals to support businesses are being finalized by the Government, in order to take effect next year. These include a 2% reduction in value-added tax until the end of June 2025, solutions to overcome obstacles in real estate market management, and appropriate and decisive handling of real estate projects facing difficulties, legal obstacles, and delays due to prolonged implementation processes and legal issues over time.
However, the content of the solutions to support businesses in the coming year will certainly not be the same as in previous years, and may even differ from 2024, when growth targets will also be prioritized.
Firstly, businesses are clearly feeling the strong determination to boost growth throughout the entire political system. For the first time, the National Assembly's Resolution sets a GDP growth target not only in the range of 6.5-7%, but also includes a target of 7.0-7.5%. However, the government is aiming for a higher target, reaching 8% GDP growth to create momentum and impetus for implementing the plan for the entire 2021-2030 period.
Secondly, the message that the restructuring and streamlining of the government apparatus, as required by the Central Steering Committee and the Politburo – despite its broad, complex, and sensitive scope – will not affect the service to the people and businesses is clearly demonstrated at all levels, sectors, and localities.
Thirdly, never before have businesses spoken so much about the rapid and consistent implementation of policy solutions, especially those aimed at improving institutions and removing bottlenecks, with such confidence as they do now.
This year's support for businesses will certainly not be limited to solutions and policies aimed at facilitating business operations, but will also reflect the direction and determination of the entire political system to achieve growth and development.
Business opportunities, therefore, are becoming increasingly prevalent within the business community.
