Recently, the People's Committee of Hoa Binh province issued Official Dispatch No. 252 on focusing on rectifying and handling price manipulation, real estate speculation and inspecting and examining real estate investment and construction projects.

According to the official dispatch, the Chairman of the People's Committee of Hoa Binh province requested relevant departments, branches and sectors and People's Committees of districts and cities to carry out propaganda and dissemination of laws and organize the implementation of newly issued policies and laws related to the real estate market...

The Department of Construction shall promptly publish information on housing and the real estate market, publicize documents announcing real estate eligible for business; housing development programs and plans; construction planning; urban and rural planning; urban development programs... to ensure public and transparent market information.

This Department is responsible for strictly controlling the issuance of real estate brokerage practice certificates; the activities of real estate trading floors and real estate brokerage service businesses in the area, ensuring transparency and professionalization of these activities, preventing and limiting lack of control that can cause market instability.

The Department of Construction will strengthen inspection, examination and review of real estate business activities of enterprises in the province, especially in areas and projects with unusual price increases to promptly correct, prevent and strictly handle violations according to authority and legal regulations. In particular, focusing on the legality, conditions, information disclosure... of real estate put into business with unusual price increases, not to take advantage of, causing market disruption.

The Department of Agriculture and Environment is assigned to preside over and coordinate with relevant agencies and units to proactively inspect and review land valuation activities, develop land price lists, compensation, support and resettlement, site clearance, project land recovery, land use rights auctions, etc.

This Department is responsible for promptly reporting and proposing to the Provincial People's Committee to direct, manage, rectify, prevent and strictly handle violations within its authority, especially acts of taking advantage of land use rights auctions for profiteering and manipulating the real estate market.

The Hoa Binh Provincial Police Department is assigned to proactively grasp the situation, promptly detect, investigate and strictly handle according to the law organizations and individuals who violate the law to the extent that they must be prosecuted for criminal liability in the auction of land use rights; provide false information with the purpose of creating virtual fever and defrauding people for personal gain.

The People's Committees of districts and cities are assigned to strengthen inspections to promptly rectify, prevent and handle violations within their authority in the activities of enterprises, investors, real estate trading floors, real estate brokerage service businesses, and land use rights auction businesses in the area.
