Speaking at the opening of the session, Prime Minister Pham Minh Chinh stated that the need to promote administrative reform, enhance decentralization, and build a streamlined, effective and efficient State apparatus continues to be identified by the Party and State as a key and breakthrough task in building a socialist rule-of-law State in our country in the new period.

The Prime Minister affirmed: Over the past years, with the close attention and direction of the Government, the efforts and determination of all levels, sectors, localities, and members of the Steering Committee, administrative reform has had positive and comprehensive changes in all 6 areas: Institutional reform (CCTC), Administrative procedure reform (CCTTHC), State administrative apparatus reform (CCTCBMHCNN), Civil service reform (CCCĐCV), Public administration reform (CCHCC), Building and developing e-Government, Digital Government (XD & PT CP DT, CPS). In which, CCTC, CCTTHC, CCCĐCV have achieved many remarkable results, contributing significantly to the recovery and promotion of socio-economic development.

However, administrative procedures are still cumbersome and not really transparent, people and businesses still face many difficulties when having to deal with records and administrative procedures in some areas. Discipline and administrative discipline in many places are still not strict, the situation of avoiding and shirking responsibility has not been thoroughly resolved...
These limitations need to be promptly overcome, resources mobilized and effectively used to restore and develop the country in the current difficult context.
The Prime Minister suggested that the Conference should focus on evaluating and clarifying the achievements, shortcomings and limitations in administrative reform in general, especially emerging issues and issues of concern to the people, proposing solutions and tasks for the coming time in administrative reform, unblocking, mobilizing and effectively using all resources for national recovery and development in the current context.

Reporting on administrative reform work in the first 10 months of 2023 and the direction and tasks for the last 2 months of 2023 of the Government's Steering Committee for Administrative Reform at the meeting, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Steering Committee, said that the Government and the Prime Minister have also issued many resolutions, directives and telegrams to create stronger changes in administrative reform, especially administrative procedures, speed up the disbursement of public investment capital, improve the investment and business environment, reform the organization of the administrative apparatus, reform administrative procedures, strengthen discipline and order in state administrative agencies at all levels, creating favorable conditions for people and businesses.

The Prime Minister - Head of the Steering Committee chaired 03 meetings of the Steering Committee, at the same time, requested ministries, branches and localities to step up the review and promulgation of specific and practical solutions, creating strong breakthroughs to improve the effectiveness of administrative reform tasks; closely follow the direction of the Government and the Prime Minister, review the situation and actual changes to draw lessons in leadership, direction and operation. Focus on resolving difficulties and problems related to administrative reform, especially administrative procedures.
The members of the Steering Committee and the Standing Committee of the Steering Committee inspected the administrative reform work in the provinces and cities according to the plan: Lam Dong, Dak Lak, Gia Lai, Kon Tum, Thai Nguyen, Thua Thien Hue, Nghe An, Lang Son, Ben Tre. The Ministry of Public Security inspected the localities: An Giang, Long An, Ha Tinh, Lam Dong, Binh Dinh, Dien Bien, Hoa Binh. The Ministry of Planning and Investment inspected the province of Bac Giang...

According to statistics, the rate of records with electronic results of administrative procedure settlement of ministries and branches reached 26.93% (an increase of 16.15% over the same period in 2022), localities reached 40.91% (an increase of 27.77% over the same period in 2022); the conversion from paper records to electronic records of ministries reached 82.42% (an increase of 30.73% over the same period in 2022), localities reached 70.15% (an increase of 31.31% over the same period in 2022).
Despite achieving remarkable results, administrative reform still exists: The situation of debt and slow issuance of detailed regulations has not been resolved. Up to now, there are still 12 documents under the responsibility of detailing regulations of the Government and Ministries that have not been issued; The connection and exploitation of the National Population Database in handling administrative procedures still reveals many difficulties and inadequacies, causing inconvenience to people in some places and at times; the review and synchronization of results of handling administrative procedures on the National Public Service Portal in some places is not timely; the digitization of records and results of handling administrative procedures is still limited; the implementation of providing online public services is still formal, not substantial, and ineffective, the situation of civil servants submitting online documents on behalf of citizens is quite common...

Particularly for Ha Nam, the actual rate of online records on the Public Service Portal and the Electronic One-Stop Information System is still low; The operation of entering administrative records in the field of business registration must enter the same content twice (once entered into the provincial system and once entered into the national database on business registration). The reason is that many administrative procedures in fact do not generate records during the year because people do not have the need; The electronic public administration system of Ha Nam province (for business registration procedures) with the national database system on business registration has not been integrated and connected.
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the meeting. The Prime Minister stated that it is necessary to make more efforts and determination in administrative reform, bringing more practical, concrete and higher efficiency to the people, and helping the country continue to develop. The Prime Minister emphasized that the government must inspire, motivate and mobilize people's resources; because resources originate from thinking, motivation originates from innovation, and strength originates from the people. The Prime Minister criticized and requested lessons for the leaders of many provinces and cities who were not present at the meeting at the bridge points. Talking about the role and responsibility of the heads of ministries, branches and localities when building institutions and directing the implementation of administrative reform, the Prime Minister said: We must be emotional with the statements of the National Assembly deputies, with the difficulties that people and businesses are facing...

Emphasizing a number of tasks in the coming time, the Prime Minister requested: Further raise awareness of the role and importance of administrative reform for the country's development and international integration; Promote the implementation of 6 contents on administrative reform on the basis of changing thinking, practical approaches, absolutely not shirking responsibility; Localities need to review and innovate thinking in administrative reform work; Party secretaries and authorities at all levels must promote dialogue activities, listen, seek advice, and approach the opinions of people and businesses; Continue to promote decentralization and delegation of power, along with resource allocation associated with strengthening inspection, supervision, and control of power. Strengthen administrative discipline and order, strictly prohibit shirking and avoiding responsibility; encourage and protect dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good...
